Use a Claude Code plugin to package and distribute a reusable setup of skills, agents, hooks, and optionally MCP servers. Configure an MCP server directly when Claude Code needs to connect to a particular external tool, database, or API. They are not mutually exclusive: a plugin can bundle an MCP server alongside other Claude Code components.
What is the difference between a plugin and an MCP server?
Claude Code plugins package behavior
A plugin is an installable directory of Claude Code components, usually with a manifest. It can include skills (instructions Claude loads when relevant), agents (subagent definitions), hooks (commands run at lifecycle points), and MCP servers. Anthropic describes the packaging use case this way: “Use a plugin when you want several skills, subagents, hooks, or MCP servers packaged as one unit.” Anthropic’s Claude Code Plugins overview explains that plugins can make a ready-made setup installable as a unit and support sharing versioned setups across projects. Individual components can also be used without a plugin.
MCP servers connect to external systems
An MCP server connects Claude Code to external tools, databases, and APIs through the Model Context Protocol (MCP), an open standard. Anthropic describes MCP as “an open protocol that standardizes how applications provide context to LLMs.” Anthropic’s MCP overview introduces the protocol; the Claude Code MCP reference covers its use in Claude Code.
Anthropic suggests connecting a server when you find yourself copying information from another tool into chat and want Claude Code to read or act on that system directly. Documented examples include issue trackers, monitoring systems, databases, design systems, and workflow tools. Those examples do not mean every integration has the same permissions or capabilities.

Which one should you use?

The last recommendation is practical advice, not a quoted Anthropic rule. The key distinction is purpose: plugins package Claude Code components, while MCP servers connect Claude Code to external systems.
How do sharing and configuration differ?
Plugin scopes
Claude Code plugin scopes include:
- User: available across projects on that computer.
- Project: enabled for repository collaborators through committed Claude settings, although each collaborator installs the plugin locally.
- Local: available only to the user in that repository.
Plugins can support distribution as versioned releases, but a shared project setup does not mean collaborators automatically receive every component’s credentials or authorization.

MCP scopes
MCP server configuration has local, project, and user scopes. Project-scoped configuration is stored in .mcp.json for sharing and requires user approval before Claude Code uses the server. Plugin and MCP scopes belong to separate configuration systems; installing a plugin does not automatically commit MCP credentials or authorize teammates to access a service.
What transport should an MCP server use?
Anthropic’s current Claude Code MCP reference recommends remote HTTP when available. It also describes local stdio servers, which run as processes on the machine and suit tools that need direct system access or custom scripts. The reference marks Server-Sent Events (SSE) as deprecated in favor of HTTP where available. Transport guidance can change, so check the current MCP reference when configuring a server.

What should you consider before enabling either?
Plugins affect the session beyond the moment you invoke a component
An enabled plugin participates in every session. Skill, agent, and command names or descriptions can occupy context; plugin-defined MCP processes run alongside sessions when enabled, and hooks run at their configured lifecycle events. Plugins execute with the user’s privileges, so review their source and behavior before installation. These costs are worth weighing when deciding whether a reusable bundle is useful for your workflow.
MCP servers require trust and permission checks
Verify that you trust each MCP server. A server that fetches external content can expose you to prompt-injection risk, and a project-scoped server declared in .mcp.json requires approval before use. Consider who operates the server, how it authenticates, what permissions it requests, what data it can access, and how it behaves. MCP is a protocol, not a certification that every server is safe.
