Citrix released fixed NetScaler builds for CVE-2026-19490 on August 19, 2026. SecurityWeek, citing Previdian, reported exploitation attempts ongoing since at least September 3—a 15-day interval between the bulletin and the reported first observation. CISA added the vulnerability to its Known Exploited Vulnerabilities catalog on September 9. Those dates mark separate events; they do not establish how many systems were attacked or successfully compromised.
What CVE-2026-19490 is
Citrix describes CVE-2026-19490 as an “Authentication bypass using an alternate path” (CWE-288). It affects NetScaler ADC and NetScaler Gateway appliances and has a CVSS v4.0 base score of 9.3, rated Critical. The issue is remotely reachable over a network; its CVSS vector specifies no required privileges and no user interaction. Whether an appliance is exposed also depends on its software branch, build, and Gateway or AAA configuration.
In its August 19, 2026 bulletin, Citrix urged affected customers to install the relevant updated versions “as soon as possible.” The bulletin date is not evidence that every vulnerable installation was compromised, nor does the later reporting establish a population-wide attack rate.

The 15 days are the elapsed time from the August 19 bulletin to the September 3 reported observation. The sources do not establish attack volume, victim count, successful compromise rate, attribution, widespread impact, or that a public proof of concept was available. The September 9 KEV entry is a later catalog milestone, not the date exploitation was first reported.

Which NetScaler builds are affected
Citrix’s bulletin applies to customer-managed appliances. The affected build ranges and corresponding fixed builds are:

Citrix-managed cloud services and Citrix-managed Adaptive Authentication receive the necessary updates from Cloud Software Group. Secure Private Access Hybrid deployments that use NetScaler instances are affected; those instances need upgrading. Confirm the appliance’s product edition and branch against Citrix’s complete, current version-specific bulletin before making an operational change.

Configuration conditions: Gateway, AAA, and SAML
A build number alone does not determine exposure. Citrix’s configuration conditions differ by branch and build, so do not assume SAML is required in every case. For NetScaler 14.1-43.56 or later, the bulletin says the issue applies only when a SAML action is configured and the appliance is a Gateway or AAA virtual server. Gateway roles include SSL VPN, ICA Proxy, CVPN, and RDP Proxy. For 14.1-43.55 or earlier, the Gateway/AAA condition applies without the SAML-action condition.

Use Citrix’s full version-specific table to determine whether a particular appliance’s configuration meets the condition; do not extend the standard 14.1 SAML rule to those branches.

How to check an appliance and patch it
- Identify the exact build and edition. Check each customer-managed NetScaler appliance’s software version, branch, and edition, including whether it is FIPS or NDcPP.
- Identify Gateway and AAA virtual servers. Review the appliance configuration for Gateway roles and AAA virtual servers, then compare the results and build against Citrix’s version-specific conditions.
- Review SAML configuration where relevant. Citrix lists these configuration entries to inspect:
add authentication samlAction.*,add authentication vserver .*, andadd vpn vserver .*. Apply the SAML condition only where the vendor’s branch/build guidance requires it. - Upgrade affected instances. Use the fixed build for the appliance’s branch and edition: 14.1-73.32 or later, 13.1-63.21 or later, 14.1 FIPS 14.1-73.32 FIPS or later, or 13.1 FIPS/NDcPP 13.1-37.277 or later.
- Verify and monitor. After patching, confirm the installed version. Review authentication logs and network activity for suspicious activity, as recommended by the Canadian Centre for Cyber Security.
The Canadian Centre for Cyber Security advises organizations to “prioritize patching affected systems on an emergency basis.” For exposed appliances, the practical response is to prioritize the relevant update rather than wait for evidence of successful compromise.

Patching addresses the vulnerable software but is not a substitute for investigating suspected prior access. If logs or network activity raise concern, follow Citrix’s incident-response guidance, preserve and review relevant evidence, and involve the organization’s incident-response team. The Canadian Centre for Cyber Security specifically recommends following Citrix’s guidance when compromise is suspected. The available reporting does not establish a universal indicator set or a single test that can confirm whether an appliance was compromised.
