Citrix Bleed is the name commonly used for CVE-2023-4966, a critical buffer-overflow vulnerability in certain Citrix NetScaler ADC and NetScaler Gateway deployments. It can expose sensitive data, including session cookies that may let an attacker take over an authenticated session. Government agencies documented exploitation beginning in 2023, but the available evidence does not establish that mass exploitation is still underway on October 4, 2026.
What Citrix Bleed does
CVE-2023-4966 is a buffer overflow affecting NetScaler appliances in certain deployment roles. A crafted HTTP GET request with an HTTP Host header can cause a vulnerable appliance to return information from system memory. That information may include a valid NetScaler AAA session cookie. The National Vulnerability Database (NVD) lists the flaw with a CVSS base score of 9.4, rated critical. CISA’s advisory and the NVD record describe the vulnerability and its severity.
A stolen session cookie can allow an attacker to impersonate the user’s existing authenticated session. In the exploitation path described by the joint government advisory, LockBit 3.0 affiliates used acquired cookies to establish sessions without a username, password, or access to MFA tokens. This is a specific cookie-abuse scenario; it does not mean multifactor authentication is generally ineffective. The joint CISA, FBI, MS-ISAC, and ASD advisory describes that behavior.
Is Citrix Bleed being exploited now?
Exploitation is well documented historically, but the sources cited here do not confirm that mass exploitation remains active on October 4, 2026. CISA and its partners said they were responding to active, targeted exploitation in their dated advisory. The joint advisory says exploitation was identified as early as August 2023; Citrix disclosed the vulnerability on October 10, 2023. Citrix’s October 17, 2023 bulletin update also reported observed exploits against unmitigated appliances. Those dated reports establish past activity, not the present-day scale or status of exploitation.

The joint advisory names LockBit 3.0 affiliates among those who used the vulnerability. It does not establish a victim count or prevalence rate, so a specific number of affected organizations or appliances should not be inferred.
Which NetScaler deployments are affected?
CISA identifies NetScaler ADC and NetScaler Gateway appliances configured in any of these roles as affected:
- A Gateway, including a VPN virtual server, ICA Proxy, CVPN, or RDP Proxy.
- An AAA virtual server.
CISA says customers using Citrix-managed cloud services or Citrix-managed Adaptive Authentication are not impacted by this advisory. Check the actual appliance configuration and the current Citrix security bulletin rather than assuming that every NetScaler installation is affected or unaffected.

How to remediate an affected appliance
CISA’s guidance lists fixed thresholds for several software branches, including NetScaler ADC and Gateway 14.1-8.50 and later, 13.1-49.15 and later, and 13.0-92.19 and later, as well as specified FIPS and NDcPP builds. These are historical thresholds from the advisory, not a substitute for checking current vendor guidance: release availability and support status can change. Version 12.1 is end-of-life; CISA recommends upgrading it to a supported version that addresses the vulnerabilities.

- Identify whether each ADC or Gateway appliance has one of the affected configurations.
- Use the current Citrix bulletin to confirm the fixed release for the appliance’s branch and edition, including any FIPS or NDcPP requirements.
- Upgrade unmitigated, affected appliances to a fixed, supported release following Citrix’s instructions.
- After upgrading, investigate whether the appliance may have been exposed or compromised before patching. A successful update does not show that no session cookie was stolen earlier.
How to investigate possible compromise
Because exploitation can expose session authentication tokens, remediation should include a review for prior exposure and suspicious activity, not just a software update. CISA urges organizations to hunt for malicious activity and report positive findings. Follow the indicators and response recommendations in CISA’s advisory, preserve relevant logs and evidence, and involve qualified incident-response staff or Citrix support if findings suggest compromise.
CISA’s analysis of four submitted files associated with Citrix Bleed described attempts to save registry hives, dump LSASS process memory to disk, and establish sessions over Windows Remote Management (WinRM). These are behaviors in the analyzed samples, not a checklist that every intrusion will exhibit. Their presence can inform a hunt, but their absence does not establish that an appliance or connected system was not compromised. CISA’s malware analysis report documents the sample-specific findings.
