On October 16, 2023, CISA, the FBI and the Multi-State Information Sharing and Analysis Center (MS-ISAC) warned that they expected widespread, continued exploitation of Atlassian Confluence vulnerability CVE-2023-22515. The flaw let attackers create unauthorized administrator accounts on certain self-managed Confluence Server and Data Center installations. That warning describes the agencies’ assessment at the time; it does not establish how common exploitation is today.
What is CVE-2023-22515?
CVE-2023-22515 is a critical broken-access-control vulnerability in certain Confluence Data Center and Server releases. Atlassian rated it Critical and assigned a CVSS score of 10. The vendor reported that external attackers were exploiting publicly accessible instances to create unauthorized administrator accounts and access Confluence instances. The score reflects Atlassian’s severity assessment; on its own, it does not show whether a particular installation is exposed or compromised. Atlassian’s security advisory describes the vulnerability and response guidance.
The joint government advisory characterized the flaw as an actively exploited zero-day and said attackers continued exploiting systems after patches became available. Its exact warning was: “Atlassian has rated this vulnerability as critical; CISA, FBI, and MS-ISAC expect widespread, continued exploitation due to ease of exploitation.” That statement was published October 16, 2023; it should not be read as a current exploitation tally or a present-day threat assessment. Read the CISA, FBI and MS-ISAC advisory.

Which Confluence versions and deployments were affected?
The issue affected certain self-managed Confluence Server and Data Center releases, not every Atlassian product or deployment. Atlassian says versions before 8.0.0 were not affected. Its FAQ identifies affected branches and historical fixed releases as follows:
#1 Best Overall
| Branch | Affected versions listed by Atlassian | Historical fixed release |
|---|---|---|
| 8.0 | Affected | Not stated in the FAQ’s listed fixed branches |
| 8.1 | Affected | Not stated in the FAQ’s listed fixed branches |
| 8.2 | Affected | Not stated in the FAQ’s listed fixed branches |
| 8.3 | Affected | 8.3.3 or later |
| 8.4 | Affected | 8.4.3 or later |
| 8.5.1 | Affected | 8.5.2 or later |
The fixed releases in the table are the branch-specific minimums given in Atlassian’s FAQ for this 2023 issue, not a recommendation to install those now-old versions. Check Atlassian’s current supported upgrade guidance for a supported destination and upgrade path. The Atlassian CVE-2023-22515 FAQ lists the affected and fixed branches.
Was Confluence Cloud affected?
No. NIST’s CVE record says Atlassian Cloud sites were not affected by CVE-2023-22515. The affected scope was self-managed Server and Data Center installations. NIST’s CVE-2023-22515 record provides that scope note.

What should administrators do?
For an affected installation, Atlassian’s primary direction is to upgrade and conduct comprehensive threat detection. CISA, the FBI and MS-ISAC likewise urged administrators to apply vendor updates and use the advisory’s detection guidance. First identify the product type and exact installed version, then verify the appropriate currently supported upgrade path with Atlassian.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Identify the deployment. Confirm whether the instance is Confluence Server or Data Center, record its exact version and branch, and determine whether it is reachable from the internet.
- Upgrade using Atlassian’s current guidance. Do not treat the historical fixed releases above as current targets; follow Atlassian’s supported upgrade instructions for the installation.
- Investigate for compromise. Review for unauthorized administrator accounts and follow Atlassian’s and the joint advisory’s threat-detection guidance. If there is evidence of compromise, Atlassian says to assume the instance has been compromised and assess flow-on effects.
What can you do if an upgrade is not immediate?
Atlassian describes two interim exposure-reduction measures: restrict external network access, or block access to /setup/* at the network layer or through Confluence configuration. Neither is a fix or a substitute for upgrading.
Rank #3
| Interim measure | What it does | Trade-off or limit |
|---|---|---|
| Restrict external network access | Limits access to the instance from outside the organization while an upgrade is prepared. | Reduces external exposure but does not remediate the vulnerability or establish that an instance is uncompromised. |
Block /setup/* |
Blocks access to the setup URL path, using a network control or Confluence configuration. | Interferes with setup actions, including initial setup and migration to or from Data Center. Atlassian warns it does not stop continuous attempts that could cause denial of service. |
Atlassian characterizes these measures as limited mitigations. Use them only as interim controls while arranging the upgrade and investigation, not as evidence that the vulnerability has been fixed. Details and limitations are in the vendor FAQ and security advisory.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you interpret the government warning now?
The agencies’ phrase “expect widespread, continued exploitation” belongs to their October 16, 2023 advisory. The available advisory establishes that they assessed exploitation as active then and expected it to continue; it does not provide a victim count or prove the scale or frequency of exploitation today. For a current decision, assess the exact product and version, internet exposure, patch status, and evidence of unauthorized accounts or other compromise, and consult current Atlassian security guidance.
