If the Chromebook Recovery Utility is not working, first identify where it fails: opening the extension, creating the USB recovery drive, getting the Chromebook to recognize that drive, or entering recovery mode. The fix depends on the stage. Before you start, note that erasing the USB drive deletes its contents, while Chromebook recovery permanently erases files stored on the Chromebook.
First, identify where the process fails
- The utility will not open: Check the extension on the working computer used to create recovery media.
- Media creation fails: Check the selected model and USB drive, then retry with a different drive if needed.
- The Chromebook rejects the drive: Confirm it is the drive created with the utility, then recreate the media.
- The Chromebook will not enter recovery mode or shows a connected-device message: Disconnect peripherals and use the recovery-mode method for that device.
- An error persists despite those steps: The problem may require help from the device manufacturer or, on a managed Chromebook, its administrator.

If the Recovery Utility will not open
Use a working computer to create recovery media. On Mac or Windows, install Chrome and the Chromebook Recovery Utility extension, then check that the extension is enabled if its pop-up will not open. Reopen it and select the Chromebook model or enter its model number.

Google also documents a Linux script method for creating recovery media. If the extension setup is the obstacle and you are using Linux, consult Google’s recovery guide for that method rather than assuming the Mac or Windows extension steps apply.

If creating the USB recovery media fails
- In the utility, select the correct Chromebook model or enter its model number.
- Insert the USB flash drive and select that drive in the utility. Check carefully that it is the intended drive.
- If you need to erase the drive and try again, first move any files you need elsewhere. Erasing the selected storage device destroys its contents.
- If creation still fails, try another USB flash drive. Google notes that some drives do not work well for recovery media; its guidance does not specify a preferred brand, capacity, or speed.
If the Chromebook says the drive does not contain ChromeOS
First verify that the inserted USB drive is the one used to create the recovery media. If it is, Google recommends erasing that drive and creating the media again. If the Chromebook still rejects it, try a different USB flash drive.
For an “unexpected error” during recovery, Google’s documented sequence is also to erase the storage device and retry, then try another drive. Erasing applies to the selected USB drive, not just to the recovery files; do not proceed if it contains files you need.

If recovery mode will not start or asks you to remove devices
Disconnect peripherals such as a mouse or external hard drive before trying again. Then use the recovery-mode instructions for the Chromebook’s form factor and model. On many Chromebook laptops, Google gives the sequence Esc + Refresh, followed by Power; some models use Esc + Maximize instead.
That laptop key sequence is not universal. Chromeboxes and Chromebits use a recovery button, while Chromebook tablets use a button sequence. Check Google’s recovery guide for the correct method for your device.

Protect files before recovering ChromeOS
Chromebook recovery removes and reinstalls ChromeOS. Google warns that it “permanently erases everything on your Chromebook’s hard drive, even your downloaded files.” Back up files first if the Chromebook still allows it.
If you can still sign in, Google recommends restarting first and using a factory reset if needed before recovery. These steps are different from erasing the USB recovery drive: recovery affects local files on the Chromebook, while erasing the USB affects files on the selected drive.

When to contact support
If Google’s recovery steps do not resolve the problem, contact the Chromebook manufacturer; Google’s broader system and hardware troubleshooting guidance also directs users to the manufacturer when listed troubleshooting does not help. If a managed Chromebook reports a security-module error, contact the device administrator. Repeatedly creating recovery media is unlikely to resolve a persistent device-level or policy issue.
