Chris Krebs and David Luber were among four people appointed to the Cyber Safety Review Board (CSRB) in a DHS and CISA announcement on May 6, 2024. Luber was named the NSA’s federal representative, replacing Rob Joyce in that role; Joyce, however, was asked to remain on the Board as a private-sector member.
Who joined the Cyber Safety Review Board?
DHS and CISA announced four incoming members and four departures on May 6, 2024. The incoming members were Jamil Jaffer, David Luber, Katie Nickels, and Chris Krebs. The departing members were Katie Moussouris, Chris Novak, Tony Sager, and Wendi Whitmore. The announcement described Krebs as SentinelOne’s Chief Intelligence and Public Policy Officer and Luber as Director of the NSA’s Cybersecurity Directorate at that time. What roles did Krebs and Luber take?
Chris Krebs
Krebs was one of the four incoming members. The May 2024 announcement identified his SentinelOne position but did not specify a separate CSRB office or leadership role for him. His appointment was as a Board member.
David Luber
Luber was appointed as NSA’s federal representative to the Board. He took the seat previously held by Rob Joyce after Joyce’s retirement. This was a change in the federal representative, not an announcement that Joyce was leaving the CSRB altogether.

Did Rob Joyce leave the CSRB?
Not completely, according to the May 6 announcement. Joyce was replaced as the NSA’s federal representative, but the release said he had been asked to continue serving as a private-sector member. The distinction matters: federal representatives serve in an official government role, while private-sector members participate in their personal capacities and are subject to federal ethics requirements. CISA’s CSRB FAQ
Who else was on the Board after the announcement?
Robert Silvers and Heather Adkins were reappointed chair and deputy chair, respectively, for a second term. The announcement also named these returning members:
- Dmitri Alperovitch
- Harry Coker Jr.
- Jerry Davis
- Chris DeRusha
- Eric Goldstein
- Marshall Miller
- John Sherman
- Bryan Vorndran
These names and positions reflect the May 2024 announcement; they should not be treated as a verified current roster. DHS/CISA announcement, May 6, 2024

What does the Cyber Safety Review Board do?
The CSRB reviews significant cyber incidents or events, conducts fact-finding, and makes recommendations intended to help prevent similar problems. CISA describes the Board’s work as a deliberative review process designed to turn incidents into lessons and concrete recommendations. It brings together federal officials and private-sector cybersecurity experts. CISA overview of the CSRB

The Board was established under the framework of Executive Order 14028, the federal cybersecurity executive order. CISA’s Executive Order 14028 explainer The Board does not independently choose every incident it examines: CISA’s FAQ says only the President, the DHS Secretary, or the CISA Director can task it to review an incident or event.
