Dutch military intelligence said it found Chinese state-linked espionage malware on an isolated network used for unclassified research and development—not on a disclosed classified system. The intrusion began with a known FortiGate vulnerability, CVE-2022-42475, and involved a separate implant called COATHANGER. The Ministry of Defence said the network’s isolation prevented damage to the wider Defence network.
What happened in the Dutch Defence network?
On 6 February 2024, the Netherlands Ministry of Defence disclosed that the Military Intelligence and Security Service (MIVD) had found malware in 2023 on a standalone military network used for unclassified research and development. The ministry said that because this network was isolated, the intrusion did not damage the wider Defence network. The disclosure did not report a breach of classified material.
MIVD attributed the activity to a Chinese state actor based on its intelligence assessment. Former Defence Minister Kajsa Ollongren said, in the ministry’s English translation of her statement, “The MIVD has opted for the first time to publish a technical report on the methods used by Chinese hackers. It is important to attribute such espionage activities to China.” The Ministry of Defence’s announcement described the malware as being used for espionage.

What is COATHANGER malware?
COATHANGER is a stealthy remote-access trojan (RAT) designed for FortiGate appliances, according to Dutch authorities. It was used as second-stage malware: attackers first exploited a vulnerability to get a foothold, then the implant helped establish persistent access. The vulnerability and the malware are different parts of the intrusion, not two names for the same thing.

Which FortiGate vulnerability did the attackers exploit?
The vulnerability was CVE-2022-42475, a heap-based buffer overflow in FortiOS SSL-VPN. Fortinet’s advisory says a remote, unauthenticated attacker could use specially crafted requests to execute arbitrary code or commands. Fortinet initially published its advisory on 12 December 2022 and assigned the flaw a CVSSv3 score of 9.3 in that original advisory. Fortinet’s PSIRT advisory lists affected versions and fixes by software branch.
The 2024 Dutch disclosure did not identify a new vulnerability affecting every FortiGate appliance. The issue was a known flaw in specific FortiOS SSL-VPN versions. Because support status and recommended releases can change, administrators should consult Fortinet’s current advisory and upgrade-path guidance rather than treating the original fixed-build list as current upgrade advice.

How large was the wider campaign?
In a June 2024 update, the Dutch National Cyber Security Centre (NCSC) reported that the actor had accessed at least 20,000 FortiGate systems worldwide in 2022 and 2023 by exploiting CVE-2022-42475. It said at least 14,000 devices were accessed during a zero-day period—the period before the vulnerability was publicly disclosed—which lasted at least two months.
Those numbers describe access, not confirmed COATHANGER infections. The NCSC said it did not know how many of the accessed systems had malware installed. Dutch services assessed that the actor could potentially have expanded access at hundreds of victims and might have stolen data; that was a possibility assessment, not a confirmed count of infected organizations or verified exfiltration. The NCSC also assessed in June 2024 that the actor might still have access to a significant number of victims. That was a dated assessment, not confirmation of access today. The NCSC’s campaign update provides the figures and qualifications.

Does installing the FortiGate update remove COATHANGER?
No. Applying a security update fixes the vulnerable software, but it does not necessarily remove malware that an attacker installed before the update. The NCSC warned that an implant could preserve access after patching and that such infections were difficult to identify and remove. A system known or suspected to have been compromised therefore needs investigation and incident response as well as software remediation.
Fortinet’s original 2022 advisory included fixed releases by branch and suggested disabling SSL-VPN as a workaround. Those historical instructions are not a guarantee that the listed builds remain supported or appropriate in 2026. Use Fortinet’s current advisory and upgrade guidance for remediation, and treat suspected post-exploitation activity as a device-specific security incident.

How did network segmentation limit the damage?
Segmentation separates systems or networks so that a compromise in one area is less able to spread into others. The Ministry of Defence said the standalone network’s isolation prevented damage to the broader Defence network. This is an example of limiting an intrusion’s impact, not proof that segmentation prevents attackers from entering the isolated network in the first place.

Dutch authorities warn that internet-facing edge devices—including firewalls, VPN servers, routers, and SMTP servers—are frequent targets and may not be covered by endpoint-detection products. The NCSC recommends an assume-breach posture for organizations, supported by measures such as network segmentation, detection, incident-response plans, and forensic readiness. AIVD’s June 2024 notice also addresses the campaign and the risk to edge devices.
