Proofpoint reported on October 1, 2026 that a China-aligned group it tracks as TA419 impersonated well-known figures in U.S. AI policy to steal Microsoft 365 logins from people working on the subject. The targets were AI-policy experts at U.S. think tanks, universities and law firms. The scope matters. The report describes impersonation and credential phishing. It does not describe a break-in to AI models, and it does not confirm that any policy documents were stolen.

What Proofpoint reported

According to Proofpoint’s report, “Hallucinating Credibility: China-Aligned TA419 Impersonates its Way into US AI Policy Circles” (October 1, 2026), the activity falls into two campaigns.

July 2026: impersonating two policy figures

In July 2026, TA419 impersonated Lynne Edwards Parker, a former leader of the White House Office of Science and Technology Policy. It also impersonated Heidi Crebo-Rediker, an economist and foreign-policy expert. The targets were AI-policy experts at U.S. think tanks, universities and law firms.

February 2026: impersonating an Anthropic employee

Proofpoint describes a separate campaign in February 2026. In it, TA419 posed as a senior Anthropic employee and approached an AI-policy analyst at a U.S. think tank. The request was for feedback on the military integration of Claude. The report presents this as an impersonation of an employee, not a compromise of Anthropic or its systems.

How the July attack worked

  1. A harmless opening message. The first emails looked benign. They invited the recipient to join a fictitious “AI Policy Advisory Committee” or to contribute to a report on AI export controls and supply chains. Nothing in the first message was malicious, which helps it get past filters and suspicion.
  2. A link, sent only after a reply. Once the target responded, the actor sent a shortened link. It led through a multi-stage redirection chain.
  3. A fake OneDrive sign-in. The chain ended at a credential-phishing page made to look like OneDrive.
  4. Adversary-in-the-middle capture. Proofpoint says the actor used a customized version of Frameless BitB, an open-source Browser-in-the-Browser phishing tool. The page showed a fake browser window. Behind it, a proxy relayed the sign-in through genuine Microsoft infrastructure. The setup was designed to capture the Microsoft 365 password, the MFA code and the session cookie.
  5. Scripted automation. Proofpoint reports custom scripts that tracked the sign-in flow and automated parts of it, including handling one-time codes and extending a session.

The session cookie is the key detail. A stolen cookie can let an attacker use an account without being asked for the password or MFA code again. This is why ordinary MFA codes, such as SMS or authenticator-app codes, do not stop this kind of attack when the victim types them into a convincing relay.

Who is behind it, and how firm is that claim?

Proofpoint identifies TA419 as China-aligned and espionage-motivated. It assesses that the targeting likely supports wider Chinese intelligence objectives around U.S. AI policy and regulation, strategic competition, model distillation and export controls. This is a security vendor’s threat-intelligence assessment.

What is not established in the reviewed reporting:

  • Public attribution by a U.S. government agency.
  • The number of people who entered credentials or lost accounts.
  • What information, if any, the operators obtained.

The report gives dated observations (July and February 2026) and technical indicators. These are not statistics on how widespread the activity is.

Cases that are easy to confuse with this one

Two other official publications cover related tactics. Neither identifies TA419 or this campaign.

  • FBI advisory, December 19, 2025 (“Senior U.S. Officials Continue To Be Impersonated in Malicious Messaging Campaign”). It describes malicious actors impersonating senior U.S. officials by text and AI-generated voice messages. They build rapport and then seek access, information or money.
  • Justice Department announcement, June 2026. It covers the disabling of 13 websites tied to suspected Chinese agents who sought sensitive information from security-clearance holders. That is a separate alleged fake-consulting recruitment scheme. The figure of 13 websites belongs to that case and says nothing about TA419.

They show that impersonating trusted people is a common approach. They are context, not evidence about this operation.

How to protect yourself

If you work in AI policy, research or law

  • Treat unexpected invitations, committee offers and requests for feedback as possible pretexts, even when they match your exact expertise. The July lures were built around subjects such as export controls and supply chains.
  • Verify the sender through a channel you found independently, not through details in the message. The FBI advises confirming a new contact route through a previously verified source.
  • Never give an authentication code to anyone by email, text or encrypted messaging app. This is the FBI’s advice, and it applies directly to a flow built to collect one-time codes.
  • Be wary of a sign-in prompt reached through a shortened link. Open OneDrive or Microsoft 365 by typing the address yourself or using a saved bookmark.

If you manage security for an organization

Proofpoint recommends phishing-resistant, origin-bound authentication such as passkeys. Origin binding means the credential only works on the genuine site’s domain. A proxy sitting behind a fake window cannot get a usable response from it. Proofpoint recommends the category and does not name or endorse any device.

When you choose among options, such as passkeys or FIDO2 security keys, compare these points:

Question Why it matters
Is it phishing-resistant and origin-bound? This is the property that defeats a relay of the sign-in.
Does it work with your existing accounts and devices? Coverage gaps leave weaker fallback sign-ins in place.
What are the recovery options? Lost devices push users toward weaker recovery methods that attackers can target.
Can it be managed centrally? Enforcement across staff is easier than relying on individual choices.

A FIDO2 security key is one physical way to meet this standard. It is an example of the category, not a product recommended specifically for this incident.
