Proofpoint says China-aligned actor TA419 impersonated prominent AI policy figures in July 2026 to lure US experts into a Microsoft 365 credential-phishing flow. The messages invited recipients to join a fictitious policy committee or contribute to a report; after a reply, a follow-up link led through redirects to a fake OneDrive page designed to capture passwords, MFA codes and session cookies. Proofpoint’s report does not give a victim count or confirm how many accounts were compromised.
Who was impersonated, and what did the messages say?
In a report published October 1, 2026, Proofpoint said the campaign began July 8 and targeted AI policy experts at US think tanks, universities and law firms. TA419 impersonated Lynne Edwards Parker, formerly Principal Deputy Director of the White House Office of Science and Technology Policy, and economist and foreign policy expert Heidi Crebo-Rediker.
The initial messages used plausible professional invitations, including an invitation to join a fictitious “AI Policy Advisory Committee” and a request to contribute to a Senate Committee on Foreign Relations report about AI export controls and supply chains. Proofpoint says recipients who replied received a follow-up shortened URL. The wording cited here is reported campaign language, not evidence that every target received the same message. Proofpoint’s campaign analysis describes the lures and targeting.

Proofpoint also reported that TA419 impersonated a senior Anthropic employee in February 2026 to target an AI policy analyst at a US think tank. The email subject was “Request for Feedback on Military Integration of Claude.” This was a separate episode from the July campaign.

How the fake OneDrive sign-in captured credentials
The July follow-up link passed through multiple URL redirects before reaching a fake OneDrive adversary-in-the-middle phishing page. Proofpoint says the attackers used a customized version of the open-source Browser-in-the-Browser kit Frameless BitB. The page looked like a OneDrive document-sharing experience, with a fake browser sign-in window layered over it.
In an adversary-in-the-middle relay, a victim enters credentials into a page controlled by an attacker, which forwards the sign-in interaction to the real service. Proofpoint says the flow relayed authentication to genuine Microsoft infrastructure while capturing passwords, MFA codes and session cookies. That can allow an attacker to obtain a session even after a user completes an MFA prompt. It does not mean every MFA method is vulnerable in every circumstance; the risk described is specifically a user being tricked into authenticating through an attacker’s proxy.

Proofpoint also observed Cloudflare Turnstile checks and staged domains. Its report names driftshare[.]co as a first-stage domain and globalfileshareplatform[.]com as a second-stage phishing domain. These are historical indicators from the reported campaign, not safe destinations to visit or confirmation that the infrastructure remains active.

What is known about attribution and impact?
Proofpoint characterizes TA419 as a China-aligned, espionage-motivated actor and says its credential-phishing campaigns have targeted people at US- and Japan-based think tanks, defense contractors, universities and law firms since at least April 2025. That attribution is Proofpoint’s assessment, not an independently established government finding.

Proofpoint assesses that the AI-policy targeting likely supports broader Chinese intelligence objectives related to US AI policy and regulation, including amid disputes over export controls and model distillation. The lures and infrastructure are the reported campaign details; the proposed strategic motive is the vendor’s assessment.
Mark Kelly, a Proofpoint threat intelligence analyst, said: “TA419 has consistently shown an interest in defense, national security, energy, international relations, and foreign policy targets, predominantly with a nexus to the US and Japan.” He added: “The targeting of AI policy experts represents an extension of that remit rather than a departure from it.”

Proofpoint’s public reporting does not state how many recipients clicked, how many accounts were compromised, or whether stolen sessions were used for further access. It therefore supports describing the campaign’s targeting and credential-theft method, not claiming confirmed compromise across the organizations approached.

How this differs from other AI-themed phishing
Microsoft Threat Intelligence separately reported AI-brand phishing activity, including a ChatGPT-themed campaign observed on May 5, 2026. Microsoft said that campaign involved 4,500 emails, with 97% of recipients targeted in South Africa. In broader AI-brand activity it described, as many as 100,000 emails in a single day targeted people in Switzerland, Austria and South Africa. These figures refer to Microsoft’s separate campaigns, not TA419 or the July AI-policy operation.

Microsoft’s June 8, 2026 report discusses phishing, malvertising and search-optimization campaigns using names such as ChatGPT and Claude as lures. Microsoft characterized these examples as abuse of brand names, not compromise of the AI services themselves. The available reporting does not establish that Anthropic, OpenAI or another AI provider was breached in the TA419 incident. Microsoft’s report on AI-brand abuse provides that separate context.

Verify unexpected policy invitations independently
Do not treat a familiar name, an official-sounding committee or a plausible research request as proof that an email is genuine. Before opening an unexpected file link or signing in, contact the supposed sender using a known, independent channel—not contact details supplied in the message. Be especially cautious when an initial exchange is followed by a shortened link to a document or sign-in page.
Prefer phishing-resistant authentication where available
Proofpoint recommends considering phishing-resistant, origin-bound authentication such as passkeys. These methods are designed to bind authentication to the legitimate service’s origin, helping resist credential relays to a fake sign-in page. A FIDO2 security key is one possible hardware-based implementation, but the report does not endorse a particular device or claim that a key alone prevents every form of credential theft.

Those are implementation considerations; the cited campaign reporting does not compare vendors or products.
Layer identity and email controls
Authentication is only one part of the attack chain. Microsoft’s separate general recommendations include enforcing MFA, applying conditional access, strengthening privileged accounts with phishing-resistant MFA, and using email protections and anti-phishing controls. Those recommendations are broader guidance from Microsoft, not a response to the specific TA419 operation.
Quick Recap
- Use email filtering and link analysis to help identify targeted messages and redirect chains.
- Apply conditional access and stronger authentication requirements to sensitive accounts.
- Give staff a clear procedure for reporting suspicious invitations and verifying requests through independent channels.
- Plan account recovery and support for any new authentication method, particularly for privileged users.
