Chinese data-center operators have documented activity beyond mainland China, especially GDS Holdings’ international business, now known as DayOne, and VNET. GDS has attributed demand to customers pursuing growth in overseas digital markets. The disclosures show company-specific expansion, not a proven industry-wide shift.
Why are Chinese data-center operators expanding overseas?
GDS established a dedicated international business in 2022, headquartered in Singapore. The company has said that a significant part of international demand comes from Chinese and global technology customers, including Chinese customers seeking to serve international digital markets. That is GDS’s explanation for its own demand, not an independent finding about the whole sector.
GDS Chairman and CEO William Huang described demand from Chinese cloud and internet customers for hyperscale capacity in Southeast Asia, particularly Singapore and nearby “nearshore” sites. He made the statement in a company announcement about Batam, Indonesia. Read GDS’s Batam announcement.

The figures below come from different reports and dates, and they measure different things. They should not be read as a single, comparable time series.

The GDS disclosures also distinguish customer interest from operating results: in the March 2024 announcement, the company said customers in China and globally had committed or reserved more than 200 MW, of which more than 70 MW was already revenue-generating. Those are company-reported figures from that announcement, not a current capacity update.
What changed in GDS’s ownership and control?
GDS announced US$587 million in Series A investment agreements for its international business on March 26, 2024. Its 2024 annual report, published in 2025, later recorded total Series A subscriptions of US$672 million and Series B subscriptions of US$1.2 billion. The Series B financing closed on December 31, 2024, after which GDS held approximately 35.6% of DayOne and ceased consolidating it. See GDS Holdings Limited’s 2024 annual report.

This means DayOne’s international operations should not be treated as a wholly owned, consolidated GDS operating division in reporting that reflects the post-closing structure. GDS’s mainland China operating business and its international equity investment are distinct for that purpose.

What can these examples tell us about the wider sector?
They establish that named Chinese operators have pursued or maintained data-center activity outside mainland China, and that customer demand is one reason GDS has given for its international expansion. They do not establish how many Chinese operators have expanded abroad, what share of the sector’s capacity is overseas, or whether the industry as a whole is shifting outward. The cited VNET totals are global company figures, while GDS’s disclosures are specific to its international business and different reporting dates.

When comparing operators, separate operating capacity from construction and future development, regional figures from company-wide totals, customer reservations from revenue-generating capacity, and a parent company’s operating assets from an equity investment it no longer consolidates.
