China’s sports lottery is a regulated lottery system, and its single-game win/draw/loss example uses a rule-based payout formula—not a fixed prize quote. In the formula shown by China Sports Lottery’s help page, the floating prize depends on that match’s sales and winning-bet count. The phrase “not a betting market” is a useful description of this payout mechanism, not a formal legal classification of every lottery product.
What the phrase “it’s a formula” means
China’s Lottery Management Regulations define lottery as a state-authorized instrument sold to raise public-welfare funds and offer a chance to win under specified rules. The regulations state that tickets do not return principal or pay interest. That framework is different from a fixed-price investment: a ticket may win under the relevant game rules, but it does not promise a return.
The title’s contrast with a “betting market” should be read narrowly. It describes how the cited single-game prize is calculated, not a blanket legal definition or a claim that every China Sports Lottery game uses the same payout model.

How the cited single-game floating prize is calculated
China Sports Lottery’s help page gives this calculation for its single-game win/draw/loss example:

Floating prize amount = that match’s single-game total sales × 68% ÷ (that match’s winning-bet count × 2)
Single-stake prize = 2 yuan × the floating prize amount

In practical terms, the formula uses the sales and winning-bet count for the particular match. More winning bets divide the amount available under the formula among more winners; the prize is therefore not a fixed quote that applies to every match or game. Why the published allocation percentages differ
The help page displays a 69% prize, 13% issuance-fee, and 18% public-welfare allocation in its single-game win/draw/loss rules. A later joint notice from China’s Ministry of Finance and General Administration of Sport revised the overall allocation for single-game games to 70% for prizes and 21% for public-welfare funds, with the change effective November 1, 2020. These figures belong to different rule text and dates; they should not be combined with the 68% formula component or treated as interchangeable.

The 2020 allocation is specified in the Ministry of Finance and General Administration of Sport notice. Because the cited help-page text and later notice show different allocation descriptions, check the applicable game-specific rules before applying a percentage to current sales or a live example.
What the rule does—and does not—tell a player
- It tells you the payout mechanism for the cited example: the floating amount is tied to match-specific sales and the number of winning bets.
- It does not establish one formula for every product: China Sports Lottery includes multiple game types, and the single-game example should not be generalized to all of them.
- It does not promise profit: a rule defining prize calculation is not a guarantee that a ticket will win or return its cost.
- It does not make the 68%, 69%, and 70% figures equivalent: one is a formula component, while the others describe allocations in rule texts with different contexts and dates.
Purchase limits and claiming a prize
The 2020 joint notice sets a maximum purchase of 6,000 yuan for a single ticket. It also requires appointment and real-name registration when a person’s cumulative purchases in one day exceed 10,000 yuan. These provisions took effect November 1, 2020, under the notice.
