China’s August 2024 launch of 18 Qianfan satellites marked the start of a bid to build a low Earth orbit broadband constellation. It did not establish that a complete network was in service. Later launches show deployment continued, but published satellite totals conflict, and the available sources do not demonstrate broad consumer availability, coverage or performance.
What launched in August 2024?
On Aug. 6, 2024, Network World reported that 18 satellites had been launched for China’s G60 constellation. The project is also known as Qianfan, Thousand Sails and Spacesail. The launch began deployment; 18 spacecraft alone do not amount to a complete broadband network.
Network World framed the project as part of China’s effort to compete with Starlink. That is a strategic comparison, not evidence that the two networks offered comparable service. The sources available here do not provide current, like-for-like figures for operational satellites, subscribers, coverage, latency, throughput, pricing or reliability.

Network World identified Shanghai Spacecom Satellite Technology (SSST), also referred to as Yuanxin Satellite, as the system’s operator. A July 2026 launch notice from Ukraine’s National Space Facilities Control and Test Center also names SSST as the developer. Network World’s account attributed further corporate details to China-space analyst Blaine Curcio: it described Genesat as the satellite manufacturer and as a joint venture involving the Chinese Academy of Sciences Shanghai Engineering Center for Microsatellites (CAS SECM) and Shanghai Aerospace Investment Limited (SAIL), which it characterized as a Shanghai government fund. Those are reported descriptions, not independently verified ownership findings.

Network World also relayed Curcio’s estimate that project funding exceeded $1 billion and said SSST had received about $1 billion from the Shanghai government earlier in 2024. These are attributed, article-reported figures, not verified financial filings or a confirmed estimate of the constellation’s total cost.
The 2024 article distinguished Qianfan from SatNet, also called Guowang, describing the latter as operated by China Satellite Networks Limited, a centrally controlled state-owned enterprise. It characterized Qianfan as partly state-backed and somewhat commercial. That account reflects what was reported in 2024; it should not be treated as confirmation that the projects’ organizational arrangements or public information remain unchanged.

What has happened since the first launch?
Later records confirm that Qianfan launches continued, but their cumulative totals do not align. Each count below belongs to a particular source and date; the available records do not explain the differences or establish a single definitive total.

The July 5 Ukrainian notice described a 1,296-satellite first phase and a plan for 15,000 satellites by 2030. Those are future targets, not completed deployment figures. The 2024 Network World article had reported an overall plan of more than 15,000 satellites and earlier milestones: 648 satellites and APAC regional coverage by the end of 2025, followed by 648 additional satellites for global coverage by the end of 2027. Those were stated targets, not evidence that the milestones were met.

Does Qianfan offer broadband to consumers?
The records cited here do not establish general retail availability, actual service coverage, or customer performance. The Ukrainian center’s July 2026 notice says trial-service agreements had been signed in Brazil, Malaysia, Kazakhstan and Turkey. Agreements to trial service are not the same as a public subscription offer or proof that service is available throughout those countries.
On July 9, 2026, China’s Radio Regulation Bureau described Qianfan as a commercially operated low Earth orbit broadband constellation using Ku and Q/V bands. The bureau said domestic frequency coordination had been completed and space-radio-station licenses and frequency-use permits issued for the relevant satellites. These regulatory steps document authorization and coordination; they do not establish that consumers can subscribe or that a particular service level is being delivered.

What do the technical milestones show?
Inter-satellite links
The Ukrainian center’s July 2026 notice says Qianfan supports inter-satellite communication channels and describes a goal of introducing optical links at 100–200 Gbit/s. This is a stated link goal, not a measured end-to-end speed available to customers.

Solar-wing deployment
A March 17, 2025, release from the Chinese Academy of Sciences’ Shenyang Institute of Automation describes the institute’s work on deployment mechanisms and sun-tracking drives for flexible solar wings on an 18-satellite Qianfan/Spacesail batch. The institute reported that all 18 wings deployed and operated normally after launch. That is a spacecraft subsystem milestone, not a measure of broadband capacity or user experience.

How should Qianfan be compared with Starlink?
The sources support describing Qianfan as a Chinese low Earth orbit broadband constellation under deployment, with stated expansion plans and technical and regulatory milestones. They do not support a current quantitative comparison with Starlink. Network World’s 2024 article relayed an analyst’s then-current estimate of about 5,500 Starlink satellites and more than 50% of satellites on orbit, but supplied neither the denominator nor methodology. Those are dated 2024 claims, not current statistics or a like-for-like measure of communications capacity.
A sound comparison would need to distinguish satellites launched from satellites operational, planned coverage from service actually offered, trial agreements from retail availability, and theoretical link capability from measured customer experience. The sources cited here identify no current Qianfan consumer terminal or subscriber product.
