In July 2017, Bloomberg reported that China planned to direct state-run carriers to block individual access to VPNs by February 1. That was an anonymously sourced report about a future action—not proof that China had closed a technical loophole or blocked every VPN. The official rule published earlier that year focused on unauthorized cross-border business activity, and MIIT later denied issuing the blanket carrier directive Bloomberg described, according to a 2019 U.S.-China Commission report.

What did the 2017 report say?

On July 10, 2017, Bloomberg reported that the government had told China Mobile, China Unicom and China Telecom to block individuals’ access to VPNs by February 1. Bloomberg cited people familiar with the matter who were not named because they were discussing private government directives. The story was republished in full by Data Center Knowledge on July 11.

Bloomberg described VPNs as a way to route web traffic abroad, which people in China used to reach the global web. In the headline, the “major hole” meant this route around internet restrictions; it did not refer to a newly discovered software vulnerability. The February 1 date was the reported target for a planned block, not evidence that the block took effect.

What did China’s official rule prohibit?

In January 2017, China’s Ministry of Industry and Information Technology (MIIT) announced a nationwide cleanup of the internet network access service market. The notice targeted unlicensed or out-of-scope telecommunications businesses and misuse of network resources. Its VPN-related clause stated: “未经电信主管部门批准,不得自行建立或租用专线(含虚拟专用网络VPN)等其他信道开展跨境经营活动。”

A close translation is: “Without approval from the telecommunications authorities, [entities] may not set up or rent dedicated lines (including virtual private networks, VPNs) or other channels to conduct cross-border business activities.” The clause’s stated scope was unapproved cross-border business activity. It does not, by itself, state that every person using a VPN would be blocked. The official notice is available in Chinese from the Cyberspace Administration of China.

Could businesses still use VPNs?

In a January 26 Q&A, MIIT explained that the provision applied to entities without international telecommunications business qualifications that rented international lines or VPNs to conduct cross-border telecommunications business. MIIT said foreign-trade and multinational companies needing cross-border connections for office use could rent lines from properly licensed operators, and that the rule would not affect normal operations for that purpose. The Q&A distinguishes approved corporate connectivity from unapproved services; it is not a general assurance about personal VPN access.

The full syndicated Bloomberg story also described leased lines for companies’ international access, subject to registration and internal-office-use conditions, citing people familiar with the matter. It said the effect of the reported directive on multinational firms was unclear. Jake Parker, then Beijing-based vice president of the U.S.-China Business Council, said: “VPNs are incredibly important for companies trying to access global services outside of China.” He also said that, in the past, attempts to cut off internal corporate VPNs had been enough to make a company consider closing or reducing its operations in China. These were Parker’s contemporaneous assessments, not measured findings about the directive’s impact.

Why do the accounts conflict?

The January notice and July Bloomberg report described different things. The notice was published regulatory text focused on unauthorized cross-border business channels. Bloomberg’s later report, citing unnamed sources, described a separate order aimed at individual VPN access through carriers. In its 2019 annual report, the U.S.-China Economic and Security Review Commission said MIIT refuted Bloomberg’s report via The Paper, saying it had not issued a directive toward that goal and that the January notice targeted VPN service providers without official approval. The Commission’s account documents the disagreement; it does not establish how extensively restrictions on individuals were enforced or prove that none occurred.

Account Scope What it establishes
MIIT’s January 2017 notice Unapproved dedicated lines, VPNs and other channels used for cross-border business activity The published rule’s stated scope, not a blanket order to block every individual’s VPN access.
Bloomberg’s July 2017 report A reported plan to have state-run carriers block individual VPN access by February 1 That Bloomberg reported the plan based on unnamed sources, not that the order was officially confirmed or implemented.
MIIT denial, as summarized by the U.S.-China Commission in 2019 The blanket carrier directive attributed to MIIT by Bloomberg That MIIT denied issuing such a directive, according to the Commission; not the full extent of VPN enforcement.

The evidence supports careful wording: Bloomberg reported a planned block; MIIT’s published notice described a narrower business-related restriction; and MIIT later denied issuing the blanket directive, according to the Commission. The sources do not establish a complete technical closure or provide a current account of VPN availability or legality in China.

Did China ban personal VPNs in 2017?

The January notice, on its own, did not say that all individuals’ VPN use was banned. Bloomberg separately reported a planned carrier block on individuals, but MIIT denied issuing that blanket directive according to the Commission’s retrospective account. These sources leave the implementation and reach of any restrictions on personal VPN access uncertain.
