Neither China nor Viet Nam is the universal better choice for manufacturing. Compare the factories and supply chains that can make your specific product, then calculate the cost and risk of delivering it to your destination market. National data can highlight questions to investigate—especially productivity, supplier depth, infrastructure and trade exposure—but it cannot establish a particular factory’s price, quality or reliability.
What country-level data can—and cannot—tell you
The World Bank’s indicators show differences in economic scale, growth, manufacturing labor costs and productivity. These figures help frame a sourcing decision; they are not rankings of industrial clusters or individual suppliers.

| Measure | China | Viet Nam | How to interpret it |
|---|---|---|---|
| GDP, 2025 | US$19,498 billion | US$514.7 billion | National economic scale, not the capability or capacity of a factory. Values are from the World Bank’s World Development Indicators and may be revised. |
| GDP growth, 2025 | 5.0% | 8.0% | National growth rates do not predict a supplier’s performance or product-sector growth. World Bank World Development Indicators. |
| Manufacturing labor cost | Higher than Viet Nam’s; the World Bank report does not state an exact China figure in this comparison. | US$4.9 per hour in 2022, according to the World Bank’s 2024 report. Viet Nam’s average manufacturing earnings per hour nearly tripled from 2010 to 2022. | These are historical, country-level figures, not current quotes. Compare the same occupations and locations, and check benefits, overtime, exchange rates and methodology. World Bank, Viet Nam 2045: Trading Up in a Changing World. |
| Manufacturing value added per hour | US$14.4 per hour | US$6.7 per hour | The World Bank’s 2024 report gives these figures as manufacturing value added per hour. This is not a factory’s labor productivity or a direct measure of cost per good unit; verify actual throughput, yield and quality for the product you plan to make. World Bank, 2024. |
| Foreign manufacturing firms’ locally sourced inputs | Not stated for China in the cited comparison. | 53%, a country-level indicator cited from OECD data in the World Bank’s 2024 report. | This does not show whether your specific components are available locally, meet your specification or have enough capacity. World Bank, 2024. |
| Population with access to electricity | 100% in 2024 | 100% in 2024 | National access does not establish a factory’s uptime, power quality, available capacity or electricity price. World Bank World Development Indicators. |
The main implication is not that one country wins. Viet Nam’s lower reported manufacturing labor cost does not by itself mean a lower unit cost, while higher national manufacturing value added per hour in China does not prove that a particular Chinese supplier will outperform a Vietnamese one.

Compare the costs of good units delivered
Ask each candidate factory to quote the same product specification, annual volume, quality requirements and delivery destination. Compare the cost of conforming units that arrive when needed—not just the quoted labor rate or ex-works price.
#1 Best Overall
Use a consistent landed-cost model that accounts for direct labor and materials as well as tooling, expected yield, rework and scrap, freight, duties, inventory carrying costs, compliance and financing. A lower wage can be offset by slower throughput, more defects, extra inspection, longer lead times or higher logistics costs. Conversely, a higher initial quote may be worthwhile if the supplier can demonstrate better yield, engineering support or ramp speed.
Make quotes comparable by asking factories to state their labor assumptions, tooling charges, minimum order quantities, lead times, payment terms, capacity and any assumptions about yield or defect rates. Where a supplier cannot provide a figure, mark it as unknown and resolve it during diligence rather than treating it as zero.
Rank #2
Check supplier depth, skills and process capability
Map the bill of materials and production steps before choosing a location. Identify parts or processes that are difficult to replace, require specialist labor, or depend on a small number of sub-tier suppliers. For each, verify who makes it, where it comes from, how much capacity is available and what a qualified second source would require.

The World Bank’s 2024 Viet Nam 2045: Trading Up in a Changing World describes weak links between foreign investors and domestic firms, gaps in information about domestic suppliers, shortages of skilled labor and limited management capacity as barriers to participation in value chains. These are reasons to verify the specific components, specialist roles and processes your product needs—not grounds to assume a given supplier or industrial area lacks them.

- Global Business Today 12th Edition
Assess each factory’s process capability directly: relevant equipment, automation, engineering support, quality controls, trained staff, demonstrated capacity and ability to scale to your launch volume. Ask for evidence tied to the product or a comparable process, and establish how the factory manages sub-tier changes and continuity if a critical input becomes unavailable.
Evaluate infrastructure and trade for your route and product
In its March 2025 Taking Stock update, the World Bank identified energy, logistics and transport infrastructure needs in Viet Nam and noted that shifts in global trade policy and trading-partner conditions could affect manufacturing exports, industrial production and growth. This is dated national context, not a forecast for every province or a diagnosis of any particular industrial park.
Rank #4
Check the factory’s actual power capacity, outage history, backup arrangements, power quality and utility costs. For logistics, map the factory-to-port or border route and the onward journey to your destination; confirm transit-time assumptions, variability, inland transport and contingency routes with the providers involved. National electricity access figures cannot answer these facility-level questions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not infer a tariff advantage from the country name alone. For the product and destination market, verify the current tariff classification and treatment, rules of origin, customs requirements and any relevant export controls. The tariff outcome can depend on the product, its materials and processing, destination and origin rules; confirm it with a qualified customs or trade professional before relying on it in a business case.

World Bank Director for Viet Nam, Cambodia and Lao PDR Mariam J. Sherman said in the March 2025 update: “Growth-enhancing public investment, especially in urban, transport, and energy infrastructure will be critical, provided the authorities can both scale it up and ensure that spending is efficient.” This describes public investment priorities, not the condition of a specific factory or route. World Bank, March 2025.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a staged comparison before moving volume
- Define the decision. Specify the product, destination market, required certifications, annual volume, quality tolerances and launch timeline.
- Map supply dependencies. Trace the bill of materials and processes to the components, specialists and sub-tier sources that would be hardest to replace.
- Request matched quotes. Send the same specification and volume assumptions to candidate factories; require explicit assumptions for tooling, yield, defects, minimum order quantities, lead times and payment terms.
- Model landed cost and risk. Use consistent assumptions for freight, duties, inventory, compliance, quality-related costs and financing. Test how the result changes if yield, transit time or demand differs from plan.
- Validate the site and supplier. Obtain documented evidence for labor availability, process capacity, facility utilities, logistics routes, quality systems and continuity plans. Check references and confirm critical claims independently where practical.
- Confirm trade treatment. Check the product classification, destination-specific tariff treatment, rules of origin and customs requirements before treating any trade benefit as established.
- Pilot before transferring volume. Run production at a controlled scale and compare actual quality, throughput, lead time and cost against the assumptions in the business case. Decide whether to ramp, remediate or keep the existing source based on those results.
Choose based on the product, not a country stereotype
A location is a stronger fit when a capable factory can meet the specification and launch schedule, the full landed cost works under realistic assumptions, critical inputs and skills are available, and logistics and trade requirements are verified. If a decisive input, route, tariff or quality outcome remains uncertain, treat that as an open business risk—not as evidence that either country is automatically preferable.
