Beijing’s clearest documented incentive is purchase-linked support for companies that buy domestically controlled GPU chips for intelligent-computing services. A Beijing municipal document quoted by Reuters on April 24, 2024, says buyers will receive support calculated as a percentage of their investment, but it does not state the percentage.
The measure is part of a broader drive to reduce reliance on Nvidia and reach full self-reliance in smart-computing infrastructure hardware and software by 2027. It should be described as a reported Beijing purchase-support program—not a confirmed nationwide subsidy covering every Chinese GPU sale.

What is known
- The support is tied to a company’s purchase or investment in domestically controlled GPU chips.
- The stated use case is intelligent-computing services.
- The amount is calculated as some percentage of the investment.
What is not known
- The document does not disclose the percentage, maximum payment, payment schedule or application procedure.
- The cited reporting does not establish whether the program applies across China, how long it runs, or whether every domestic-chip purchase qualifies.
- There is no evidence in the cited material that Nvidia products qualify for this particular support.
That makes the policy a procurement incentive rather than a published, uniform rebate rate that buyers can calculate in advance.

Which Chinese chip companies benefit?
Huawei is the most prominent beneficiary identified in the reporting. Reuters described Huawei’s Ascend 910 as widely viewed as a potential alternative to Nvidia products. The Associated Press reported on June 29, 2026, that Nvidia’s AI-chip sales in China had stalled while Huawei and other domestic suppliers gained ground as Beijing encouraged locally designed chips.
Huawei Ascend
Ascend is positioned as a domestic option for AI-computing deployments. The available reporting identifies Ascend 910 as a potential Nvidia alternative, but it does not provide a like-for-like benchmark, shipment total or proof that the chip wins every workload.
Other domestic suppliers
The policy wording covers “domestically controlled GPU chips,” not a named vendor list. Therefore, other Chinese designers and suppliers could benefit if their products meet the relevant domestic-control and procurement requirements. The evidence does not establish a definitive list of approved companies.

A 2025 presentation by an HKEX-listed company, citing Frost & Sullivan and public information, put China’s general-purpose GPU (GPGPU) market at RMB154.6 billion in 2024 and forecast RMB715.3 billion in 2029. The same presentation reported a 3.6% domestic GPGPU localization rate in 2024 and projected 31.0% in 2029.
| Measure | Reported figure | Qualification |
|---|---|---|
| China GPGPU market revenue, 2024 | RMB154.6 billion | Frost & Sullivan/public-information figure cited in a 2025 HKEX-listed-company presentation |
| China GPGPU market revenue, 2029 | RMB715.3 billion | Forecast, not a realized or audited result |
| Domestic GPGPU localization, 2024 | 3.6% | Frost & Sullivan/public-information figure cited in that presentation |
| Domestic GPGPU localization, 2029 | 31.0% | Forecast, not a guaranteed outcome |
These figures show why even a partial shift in procurement could matter to chip vendors, but they do not measure the value of subsidies or prove that the forecast will be achieved.

Is Beijing paying every company to buy Chinese AI chips?
No such conclusion is supported. The documented language describes support for companies purchasing domestically controlled chips for intelligent-computing services. It does not publish a nationwide rate or say that every domestic GPU transaction receives money.
The distinction matters because China can promote local chips through several mechanisms—direct purchase support, state-backed projects, procurement preferences or infrastructure rules—without making each mechanism a universal subsidy. The Reuters account establishes the Beijing document; it does not establish a single national program with identical terms.

Reuters linked the Beijing initiative to a goal of 100% self-reliance in smart-computing infrastructure hardware and software by 2027. That is a policy target, not evidence that China has already replaced foreign accelerators or software.
Reaching it would require more than designing a processor. Buyers would need usable compilers, libraries, frameworks, servers, networking, support and enough manufacturing capacity to run production workloads. The cited reports do not quantify China’s progress on each of those components.
What is the reported national data-center plan?
In June 2026, Reuters, citing Bloomberg, reported that China was preparing a roughly RMB2 trillion (about $295.43 billion) five-year data-center buildout. A draft blueprint reportedly contemplated using local suppliers for at least 80% of technology such as AI chips.

This plan was described as being in early discussions and subject to change. It is therefore a provisional signal of procurement direction, not an enacted spending commitment or a confirmed 80% purchasing rule.

The policy creates a structural disadvantage for Nvidia in the specifically described purchase-support channel: the wording is aimed at domestically controlled chips. The AP’s June 2026 report adds a market signal, saying Nvidia’s China AI-chip sales had stalled while Huawei and other domestic suppliers gained ground.
That does not mean Nvidia disappears from China immediately. Existing systems, software compatibility, developer familiarity and performance requirements can keep foreign accelerators in use, while export controls can also limit which Nvidia products are available. The reporting supports a shift in procurement momentum, not a complete substitution rate.

| Decision factor | Domestic Chinese accelerators | Nvidia accelerators |
|---|---|---|
| Subsidy or procurement eligibility | The Beijing document is written for domestically controlled chips; exact eligibility rules and payment rates are not stated. | Not included in the category described by that document. |
| Performance and software ecosystem | Huawei Ascend 910 is identified as a potential alternative, but the cited sources provide no comparative benchmark. | Product performance and software fit vary by model and workload; no comparison is established by the cited reports. |
| Availability and manufacturing capacity | Domestic suppliers are reported to be gaining ground, but capacity and delivery figures are not stated. | Availability in China is affected by U.S. export controls and product-specific rules. |
| Export-control exposure | Local sourcing is intended to reduce dependence on restricted foreign technology. | U.S. export restrictions are a central reason for China’s push toward domestic alternatives. |
| Total cost of ownership | A purchase incentive could lower effective acquisition cost, but the subsidy percentage and support terms are unknown. | No benefit from the described domestic-chip purchase support is established. |
| Compatibility with existing workloads | Buyers must verify frameworks, compilers, libraries, drivers and migration effort for each chip. | Suitability depends on the specific Nvidia product and the workload; the reports provide no workload-level test. |
What companies should verify before relying on the incentive
- Confirm the issuing authority and current rules. Check whether the buyer, project location and intended service fall within the Beijing program’s final eligibility language.
- Obtain the payment formula in writing. The published document omits the percentage, cap, timing and eligible investment categories.
- Verify domestic-control requirements. Ask which chip, server, software and supply-chain components qualify rather than assuming that any Chinese-branded accelerator does.
- Benchmark the actual workload. Test model training, inference, memory use, networking and software-porting effort on the proposed accelerator.
- Price the complete system. Include servers, interconnects, power, cooling, support, migration and likely replacement cycles—not only the chip purchase price.
- Separate policy targets from commitments. Treat the reported 2027 self-reliance goal and draft 80%-local data-center plan as direction-setting unless binding implementation rules are published.
Bottom line for readers
China is using purchase-linked incentives and procurement policy to accelerate adoption of domestically controlled AI chips. Huawei Ascend and other local suppliers stand to gain, while Nvidia faces stronger policy and export-control headwinds in China. The documented Beijing support has no published subsidy rate, and the larger national data-center localization plan remains provisional, so the size and speed of the shift cannot yet be calculated precisely.
