The lowest advertised home internet price we could confirm for Philadelphia is Xfinity Internet Essentials at $14.95 per month for up to 75 Mbps. It is restricted to qualifying households at addresses where Xfinity service is available, so it is not a plan every Philadelphia resident can order. For readers who want a prepaid option with no income-program qualification, Xfinity NOW Internet starts at $30 per month. Eligible Pennsylvania customers may also receive a Verizon Forward discount, and PHLConnectED is a City resource for certain pre-K to 12 households without wired home internet. Prices and eligibility are volatile, so confirm each offer at your own address before you choose.
Why the cheapest plan depends on your address and household
No source we checked establishes one cheapest provider for every Philadelphia address. Provider coverage can differ block by block, and a citywide provider name or a ZIP code does not confirm that service is available at a specific home. Xfinity’s own local page tells shoppers to check availability and notes that offers carry restrictions, so treat any advertised price as a starting point rather than proof of service.
The useful comparison is therefore between a few specific offers that you may be able to order, each judged on its real monthly cost. The sections below cover the offers that were verifiable as of early October 2026, the conditions attached to each, and the steps to confirm what you would actually pay.

The options, one by one
Xfinity Internet Essentials
Xfinity Internet Essentials is the lowest sourced monthly price, at $14.95 for up to 75 Mbps, according to Xfinity’s Internet Essentials page. The catch is eligibility. Applicants must live where the service is offered and meet the program’s qualifying criteria. Xfinity’s page lists assistance programs and also states additional conditions involving recent Xfinity service and recent outstanding Comcast debt. Those conditions can change, so check the current application page before you plan around this price.
Xfinity Internet Essentials Plus
Essentials Plus is the higher tier in the same program, listed at $29.95 per month for up to 100 Mbps. It carries the same type of eligibility and address requirements, and equipment is included. It makes sense for an eligible household that finds 75 Mbps too slow for its devices, since the cost difference is $15 per month at list price.

- Plug in computers, game consoles, streaming players, and more with 4 x 1G Ethernet ports
Xfinity NOW Internet
NOW Internet is the option for readers who do not qualify for an assistance program or who prefer not to deal with one. It is advertised from $30 per month, and the company’s NOW Internet FAQs list 100 Mbps for $30 and 200 Mbps for $45. Advertised service includes Wi-Fi equipment and unlimited data, and it is sold as prepaid rather than under an annual contract. Availability is limited, so the page you see for your address is what matters. Confirm the exact speed, the price after any first-month or promotional terms, and any fees at checkout.

Verizon says Pennsylvania residents may receive discounts of up to $40 on eligible in-market plans. Treat $40 as a ceiling. The discount depends on whether you qualify through a covered assistance program, which plan you choose, and whether that plan is offered at your address. Compare the final monthly bill after the discount with the plain list price of the plan you would otherwise buy.

PHLConnectED
PHLConnectED is the City of Philadelphia’s resource for households that lack wired internet at home or can only get internet through a mobile phone. The City page describes free or low-cost internet options and T-Mobile hotspots for that group, and it is oriented to pre-K to 12 households. It is not a general retail plan, and the page does not state a uniform monthly price. Verify whether the program currently accepts your household before you apply.
What changed with the federal ACP subsidy
The Affordable Connectivity Program is over. Xfinity’s ACP information page says the federal program ended and its funding was depleted in June 2024. Philadelphia’s ACP page is now historical program information. Do not expect to newly claim the former ACP monthly credit, and be cautious about any guide that presents it as current. Any savings on this list come from the provider offers or the City resource described above.

How to work out your real monthly cost
Advertised prices rarely tell the whole story. Before ranking any two plans, gather the following for each one:
Free tools Windows power users keep installed
One-click scans. No signup required.
- The price after every required discount, not the maximum or the introductory rate.
- Installation, equipment, activation, and monthly fees, plus any charge that applies only after a promotional period ends.
- The speed you are actually being sold, which may differ from a plan name.
- Data conditions, including whether the plan is truly unlimited.
- Whether equipment is included or must be rented or bought.
- Contract terms versus prepaid terms, and what happens if you cancel early.
- Whether the plan is offered at your specific address.
Check availability and eligibility at your address
- Start with the provider’s own address lookup. On Xfinity’s local pages, enter your full street address and check the offer that appears for it.
- Note the exact plan name, speed, and monthly price shown for that address, and save a screenshot or a copy of the terms.
- For Internet Essentials, review the current eligibility criteria on the application page and confirm that your household qualifies before you start an application.
- For Verizon Forward, check whether your household qualifies for the Pennsylvania discount and which in-market plans are offered at your address, then calculate the bill after the discount.
- For PHLConnectED, confirm that your household has children in pre-K to 12 and no wired home internet, then ask the City program about intake.
- Compare the finished monthly totals side by side, using the checklist above, and choose the lowest total that meets your speed needs.
If an address does not show a qualifying offer, the sensible next step is to check the next provider on this list rather than assume the program is broken. Availability is the most common reason a low advertised price is not available to a given household.
Because all of these figures are current only as of early October 2026, recheck the price and eligibility on the day you order.
In practice, the Xfinity Internet Essentials and Essentials Plus plans give the lowest monthly cost for eligible households, while NOW Internet is the most straightforward option for households that do not qualify for assistance and want month-to-month service. Verizon’s discount and PHLConnectED are worth checking first only if your household fits their stated profile.
