Chandigarh University’s CUBIC incubator and 247VC Investment Trust have signed a memorandum of understanding to explore support and investor access for suitable startups. The agreement creates a framework for introductions, pitch opportunities and fundraising preparation—not a funding round or a promise of investment. Any investment would depend on 247VC’s independent evaluation, due diligence, investment mandate and internal approvals.
What the Chandigarh University–247VC MoU says
Chandigarh University announced the agreement through a press release distributed by PR Newswire on October 7, 2026. The university says its CUBIC incubator signed the MoU with 247VC Investment Trust in New Delhi alongside the PRAGATI Q-FOUNDRY 2026 NQM Co-development and Venture Partnership Meet, held September 29–30, 2026. The university’s announcement describes the MoU as a way to connect suitable startups in CUBIC’s incubation ecosystem with potential investor engagement.
The release frames the arrangement as a set of possible activities. It does not report that a startup has received funding, specify how much capital may be available, or give results from the partnership. The announcement is from Chandigarh University; the terms should be read as the university’s description of the agreement.

The proposed support falls into three distinct stages: preparation within the incubator, possible contact with investors, and separate investment decisions. The release describes these as potential activities, not services guaranteed to every startup.
#1 Best Overall
Fundraising preparation through CUBIC
CUBIC may help eligible startups prepare business plans, pitch decks, financial projections, and technology and intellectual-property documentation for fundraising. The release does not define eligibility or explain how startups apply for this assistance.
Introductions and investor interactions
CUBIC may identify suitable companies in its incubation ecosystem and facilitate introductions to 247VC. Possible formats include pitch sessions, curated meetings, demo days, or other platforms agreed by the parties. The release does not give a schedule or say that these formats are already operating.
Rank #2
Mentorship and wider connections
Where the parties mutually agree, 247VC or its representatives may provide mentorship on fundraising, business development, commercialization and market access. The parties also say they will explore links to venture capital funds, angel investors, family offices, corporate investors and strategic partners. These are prospective connections, not confirmed participation by any named fund or investor.
Does the MoU guarantee startup funding?
No. Chandigarh University’s release explicitly says the MoU “does not guarantee funding or create an obligation for the investor to invest in any startup.” It says potential follow-on investments may be considered for selected ventures, subject to 247VC’s independent evaluation, due diligence, investment mandate and internal approvals. An introduction, pitch or mentoring opportunity therefore does not mean that a startup has been approved for investment.
Which sectors and startups are in scope?
The release presents the partnership in the context of quantum and deep-tech entrepreneurship, but it does not publish a formal eligibility checklist or restrict consideration to a named set of technologies. It describes PRAGATI Q-Foundry 2026 as aligned with the broader objectives of India’s National Quantum Mission, covering quantum computing, quantum communication, quantum sensing and metrology, and quantum materials and devices. The university also says CUBIC’s interests extend to semiconductors, photonics, advanced materials, robotics and artificial intelligence. These descriptions come from the university’s announcement.
The practical wording is “suitable startups” from CUBIC’s incubation ecosystem. The release does not establish that every startup in these sectors qualifies, that startups outside them are excluded, or that companies can apply directly to 247VC through this MoU.

What PRAGATI Q-Foundry adds to the announcement
The MoU was signed alongside PRAGATI Q-FOUNDRY 2026’s NQM Co-development and Venture Partnership Meet. The university release describes CUBIC as an academic and incubation partner to PRAGATI Q-Foundry, a Ministry of Science and Technology national initiative intended to accelerate the development and commercialization of quantum technologies. It presents the event as a setting for connecting research, industry, investors and strategic users, rather than as evidence that the MoU has already produced commercial outcomes.

What the announcement does not establish
The announcement reports a partnership framework and potential activities, not a committed pool of capital or a completed investment. It provides no startup count, investment amount, performance statistic, published MoU text, detailed eligibility rules or implementation results. It also does not independently confirm 247VC’s participation beyond the university’s account of the agreement. Startups should treat specific access, timelines and investment terms as matters to confirm with the parties.
