The Chandigarh High Court administration has approved a revised estimate of ₹1,454 crore for a proposed four-block expansion, down from an earlier ₹1,600 crore estimate, according to a Hindustan Times report published in 2026. The proposal would add 30–35 courtrooms and substantial parking behind the existing heritage building. This is an estimate approval by the court administration—not final government sanction, heritage clearance or confirmation that construction has begun.
What does the ₹1,454 crore proposal include?
The four proposed blocks would add 11.42 lakh square feet of space behind the existing Le Corbusier-designed High Court building. The report says the expansion is intended to provide 30–35 additional courtrooms.
The scheme would also replace and incorporate 2.07 lakh square feet currently occupied by the offices of the Punjab and Haryana advocate generals, the judicial record room and old lawyers’ chambers. The reported plan is to demolish those facilities and incorporate them into the extension blocks.
How much parking is planned?
The proposal includes 11.17 lakh square feet of additional parking. The report puts the resulting total parking area at 22 lakh square feet and describes three basement levels beneath the complex. These parking levels are separate from the proposed buildings’ above-ground height limit.

Hindustan Times reports that about 10,000 cars and thousands of two-wheelers visit the complex daily. It also reports that around 10,000 lawyers and more than 3,300 court employees are associated with the site. These are figures reported by the outlet, not independently verified traffic counts.
Why is the expansion being proposed?
The report cites pressure on court capacity: the High Court has 69 courtrooms and 60 sitting judges against 85 sanctioned posts. The proposal is intended to accommodate current demand and future growth in judicial strength. The outlet also describes daily traffic congestion at the complex as a concern the parking expansion would address.

Why is the heritage setting important?
The High Court is common to Punjab, Haryana and Chandigarh, and its building was designed by Le Corbusier, according to the High Court’s official website. The complex is part of the Capitol Complex heritage setting, so the expansion is constrained by the need to preserve the existing building’s skyline.

Has the expansion been approved?
The High Court administration approved the revised cost estimate, according to Hindustan Times. The report said the estimate was still to be submitted to the UT administrator and the central government. It does not establish final central-government sanction, a tender award, a construction start date or a delivery timetable. Nor does it establish that UNESCO or other heritage authorities have approved the proposal.
The outlet also describes a longer planning history: a holistic plan began in 2013, was shelved after the Capitol Complex received UNESCO World Heritage status in 2016, and an underground parking proposal was rejected in 2023. It says a modified proposal was being sent for heritage review. Those historical steps are reported by Hindustan Times; the High Court’s estimate approval should not be read as final project authorization.
