Central University of Kashmir has attached Chemistry department head Associate Professor Chinnappan Baskar to the Dean of Academic Affairs’ office and begun an internal inquiry after student protests at its Nunar campus on October 1, 2026. The reported claims against him have not been established as findings. Assistant Professor Prashant Kumar Gupta has been appointed department coordinator in the interim.

What happened at Central University of Kashmir?

Students protested at the university’s Nunar campus in Ganderbal district on Thursday, October 1, according to Hindustan Times, which reported the story on October 2. Students alleged inappropriate conduct and remarks by Baskar, the Chemistry department head.

The university’s order, as described by The Kashmir Horizon, referred to a complaint but did not specify its nature. The detailed allegations in news coverage should therefore be understood as claims attributed to students, not as findings by the university or police.

What interim action did the university take?

Baskar was attached to the office of the Dean of Academic Affairs and relieved of departmental and official responsibilities while the matter is reviewed. Registrar Nisar Ahmad Mir told Hindustan Times that Vice-Chancellor A Ravinder Nath directed the interim move, including relief from administrative and teaching duties.

Assistant Professor Prashant Kumar Gupta was appointed Chemistry department coordinator until further orders. The reports describe these steps as interim administrative action, not a final determination of responsibility.

What have students alleged?

Students quoted by Hindustan Times alleged abusive language, inappropriate remarks, repeated harassment and threats to damage students’ marks or degrees. One protesting student also alleged that students were initially kept inside the department during the protest and said a written account was provided internally. These accounts remain allegations in the reviewed coverage.

Students’ Union spokesperson Yasir Wani alleged that Baskar said, “I see you as my girlfriends and wives.” That quotation is an allegation relayed by a student representative; it has not been independently established in the reporting.

Is there a written complaint, university inquiry or police case?

The reports describe several distinct processes, and their status should not be conflated:

  • University inquiry: The registrar told Hindustan Times that the university was setting up a separate inquiry alongside its Internal Complaints Committee process.
  • Written complaint to the university: The October 2 Hindustan Times report contains differing descriptions. Mir said a formal written complaint from the student was still pending, while other passages in the report and other coverage characterize a petition or complaint as submitted or received. The status is therefore unclear from these reports.
  • Police complaint or FIR: Hindustan Times quoted Ganderbal Superintendent of Police Sudhanshu Dhama as saying there was no formal police complaint on which to register an FIR at the time. Dhama said, “There was an impromptu protest, and we assured students of action as soon as we receive a formal complaint.” This is the status reported on October 2, 2026, not confirmation of the police status today.

The university inquiry, Internal Complaints Committee process and any police complaint or FIR are separate channels. The available reports do not say that one replaces another.

What is known about the university’s prevention notice?

The Central University of Kashmir’s official homepage lists a General Notices item titled “Prevention of Sexual Harrassment in CUKashmir,” dated October 1, 2026. The linked PDF was not retrievable, so its detailed provisions cannot be described here.

Has the inquiry reached a conclusion?

No final inquiry finding or outcome appears in the October 2 coverage from Hindustan Times and The Kashmir Horizon. On the available reporting, the matter remains pending; the interim action should not be read as a finding that Baskar is responsible.
