The Commission for Air Quality Management (CAQM) reported 197 inspections and 85 violation cases across the National Capital Region (NCR) from 8 to 24 September 2026. At its 140th Enforcement Task Force (ETF) meeting on 1 October, it proposed closures, sealing, compliance directions and environmental compensation in some cases. Those latest-period measures were proposals—not confirmation that sanctions had been carried out. The figures come from the Ministry of Environment, Forest and Climate Change’s 2 October 2026 PIB summary.

What CAQM reviewed

The ETF’s 140th meeting took place on 1 October 2026 and reviewed inspections and compliance for 8–24 September. The 17-day tally comprised 10 inspections at construction and demolition (C&D) sites, 111 in industry and 76 involving diesel generator (DG) sets. The industrial total included 22 inspections conducted as part of a special drive.

CAQM reported violations in 85 cases: eight C&D, 49 industrial and 28 DG-related. These are reported case counts, not counts of unique polluters and not measurements of emissions.

What action was proposed—and what was already recorded

Proposals for the latest 85 cases

The PIB summary says proposed actions included closure of four C&D projects and one industrial unit, sealing of 28 DG sets, compliance orders or directions in 17 cases (including four involving DG sets), and environmental compensation in 10 cases. The release also describes follow-up such as letters to project proponents, re-inspections, referrals to pollution-control authorities and advisories. These are proposed or contemplated steps in the latest review; the summary does not establish that each was completed.

Cumulative enforcement status as of 1 October

Separately, CAQM reported that flying squads had inspected 28,744 units, projects or entities across NCR cumulatively. It said closure directions had been issued in 1,831 cases, and 1,488 resumption orders had followed compliance verification. A further 127 cases had been transferred to the relevant State Pollution Control Boards (SPCBs) or Delhi Pollution Control Committee (DPCC) for a final decision; 216 entities were still awaiting resumption orders. These are cumulative status figures, not results attributable to the 8–24 September review, and the categories should not be added as though they were mutually exclusive.

For activity after the preceding ETF meeting, the release reported nine resumption orders issued by 30 September: two for industrial units and seven for C&D sites—one in Delhi, three in Haryana and five in Uttar Pradesh. One Uttar Pradesh industrial case was transferred to the relevant SPCB for a final decision.

What special drives found

Hapur: 22 premises inspected

On 15 September, seven CAQM flying-squad teams worked with district administration, police and Uttar Pradesh Pollution Control Board (UPPCB) officers in Hapur. They inspected 22 premises; five were reported compliant and one had already been sealed by UPPCB. Suggested actions for remaining cases included closure of four units, sealing one DG set, orders in five cases and environmental compensation in four. The summary also mentions re-inspection and prosecution in two cases. These outcomes are described as suggested actions, not confirmed completed sanctions.

Loni, Ghaziabad: all 21 inspected locations reported non-compliant

A special industrial drive involving seven teams inspected 21 units or locations in Loni on 29 September. The PIB account reported all 21 as non-compliant, listing issues including inadequate furnace stacks or chimneys and air-pollution-control devices (APCDs); operation without a valid Consent to Operate (CTO); activity in non-conforming areas; use of unapproved fuel, including coal; and DG-set violations. It also listed pit furnaces lacking stacks, APCDs or online continuous emission monitoring systems (OCEMS), and waste processing without a CTO and adequate APCDs.

How this compares with the previous review

The preceding, 139th ETF review covered 24 August–7 September 2026. Its 15 September PIB summary reported 150 inspections: seven at C&D sites, 98 in industry and 45 involving DG sets. The latest review’s 197 inspections are a higher raw total, but the periods differ: 15 days in the earlier review and 17 in the latest. The totals therefore do not establish a comparable inspection rate or show that pollution or compliance worsened.

What the figures can—and cannot—show

The summaries describe enforcement activity, reported violations and the status of administrative actions. The latest summary does not name entities associated with its 85 violation cases, and it provides no ambient-air outcome or causal assessment linking inspections or proposed measures to changes in air quality. It therefore cannot establish from these figures alone that pollution fell, that enforcement was effective, or that a particular polluter was penalized.
