You generally can’t—and shouldn’t—delete files directly from a Preservation Hold Library (PHL). It is a hidden, service-managed Microsoft 365 location that preserves content when retention policies or eDiscovery holds require it. An authorized administrator must identify and, if appropriate, release every applicable hold; Microsoft then manages cleanup, which is not immediate.

If you mean files viewed through the OneDrive sync client on Windows, deleting them in Windows does not remove a Microsoft 365 retention hold. The guidance below covers SharePoint and OneDrive in Microsoft 365, not a local Windows Preservation Hold Library.

Why files appear in the Preservation Hold Library

When a user edits or deletes content covered by retention settings, SharePoint or OneDrive may preserve a copy in the PHL. That lets people continue working with their files while Microsoft 365 retains the required copy for compliance. Microsoft describes the PHL as a hidden system location that is not designed for interactive use.

Microsoft says it is not supported to edit, delete, or move automatically retained files in the library yourself. The supported route is to manage the retention requirement through compliance controls, not to treat the PHL like an ordinary document library. First check whether this is SharePoint, OneDrive, or Windows sync

  • SharePoint site: The files are subject to retention or holds associated with that site or the wider organization.
  • OneDrive account: The files are preserved under retention or eDiscovery controls that apply to that account or its location.
  • Windows OneDrive sync client: Windows is showing or syncing cloud content. Removing a synced view or attempting deletion through File Explorer does not resolve the Microsoft 365 hold that preserves the cloud copy.

The Microsoft documentation cited here addresses SharePoint and OneDrive service behavior. It does not establish a separate, local Windows PHL or a Windows-specific deletion procedure.

What to do if files will not expire

1. Don’t manipulate the hidden library

Do not try to force-delete, move, or edit PHL content, use a third-party deletion utility, or treat sync-client removal as a fix. Direct manipulation is unsupported and does not release the underlying retention requirement.

2. Ask an authorized administrator to identify every hold

A retention policy, retention label, or eDiscovery hold can each require preservation. One remaining hold can prevent permanent deletion even after another policy or case hold has been removed. Microsoft identifies active retention policies and eDiscovery holds as common reasons PHL content does not expire or continues to consume OneDrive storage.

For SharePoint and OneDrive site hold checks, Microsoft recommends that trained administrators begin with Invoke-HoldRemovalAssistant -Identity <siteUrl-or-userUPN> in the applicable Microsoft 365 PowerShell context. This is an administrative diagnostic step, not an end-user cleanup command. The administrator should also review organization-wide and location-targeted retention policies, eDiscovery case holds, and delay holds. Follow Microsoft’s eDiscovery hold troubleshooting guidance.

3. Confirm whether preservation is still required

Releasing a hold is a legal and governance decision, not a storage workaround. If the content still needs to be retained, leave it in place and ask the organization’s compliance or records-management owner about the storage concern.

4. If authorized, release or change the responsible policy or hold

Only an administrator with the relevant authority should change the retention control, and only after confirming that doing so is appropriate. The applicable procedure depends on whether the preservation comes from a retention policy, label, or eDiscovery case.

Why removal does not immediately clear the library

Releasing a SharePoint or OneDrive retention policy starts a documented 30-day grace period during which content continues to be retained and PHL cleanup is suspended. Removing a site from an eDiscovery hold also invokes a 30-day delay hold. These are distinct circumstances described in Microsoft’s guidance; the relevant delay depends on which control applied. After applicable holds and delays end, cleanup is handled by the service and can take additional time. Microsoft documents a 93-day recycle-bin retention period for relevant SharePoint and OneDrive retention paths, spanning the first- and second-stage recycle bins. That lifecycle detail is not a promise that every PHL item will be permanently deleted exactly 93 days after a user deletes it. When to escalate

If an authorized administrator has confirmed that all applicable holds have ended and the relevant grace or delay period has passed, but items still remain, use Microsoft’s official hold troubleshooting path rather than attempting direct deletion. The exact cleanup date cannot be determined without the tenant’s policies, hold status, and service processing state.

A newly created eDiscovery hold might take up to 24 hours to take effect, according to Microsoft. That timing concerns processing a new hold; it is not an estimate for PHL cleanup. See Microsoft’s eDiscovery hold creation guidance.
