Canada did not block TikTok’s app when it ordered the wind-up of TikTok Technology Canada Inc.’s Canadian business in November 2024. That order was later set aside by consent and sent back for review. On March 9, 2026, the government said the investment could proceed under legally binding undertakings, including safeguards for Canadian user data and minors.
What Canada ordered in 2024—and what it did not
On November 6, 2024, the Government of Canada announced that it had ordered the wind-up of the Canadian business carried on by TikTok Technology Canada Inc. The decision followed a national-security review under the Investment Canada Act, which allows scrutiny of foreign investments that may be injurious to Canada’s national security. The government also cited enhanced scrutiny of certain sectors, including interactive digital media. The announcement did not ban TikTok or prevent Canadians from using its app.
François-Philippe Champagne, then Minister of Innovation, Science and Industry, stated: “The government is not blocking Canadians’ access to the TikTok application or their ability to create content.” The order targeted a Canadian company’s business, not the availability of the platform to users.

The distinction reflects separate corporate roles described to Canada’s privacy regulators. In a joint investigation, TikTok represented that TikTok Pte. Ltd. is responsible for the platform’s operations in Canada and for collecting, using and disclosing personal information about people in Canada. TikTok Technology Canada Inc., an affiliate incorporated in British Columbia, was described as carrying out marketing, advertising, and content- and creator-development activities related to the platform. The regulators said the 2024 order was limited to the latter company’s operations and did not affect TikTok Pte. Ltd. or the availability of TikTok’s website or app in Canada. The report records TikTok’s figure of 14 million active monthly Canadian users in November 2024, based on TikTok’s analytics. It is a historical company-reported figure, not an independently measured government count. The report provides that attribution.
What changed after the 2024 order
- November 6, 2024: The government announced the wind-up order after a national-security review. Its public statement said the app would remain accessible and did not detail the underlying security evidence. Government announcement.
- January 21, 2026: The Federal Court set aside the order on consent of the government and TikTok, returning the matter to the Minister for a new review. ISED committee briefing.
- March 9, 2026: After the further review, the government permitted the investment to proceed subject to new legally binding undertakings. Minister Mélanie Joly’s statement.
Accordingly, the 2024 wind-up order is not the current outcome. The later decision permits the investment subject to conditions; it does not change the historical fact that the original order concerned the Canadian business rather than blocking the app.

What the 2026 undertakings require
The government’s March 9 statement describes these measures:
- Controls on access to Canadian user data: Enhanced protections, including security gateways and privacy-enhancing technologies, to control access to Canadians’ personal information.
- Protections for minors: Enhanced measures consistent with the joint privacy commissioners’ investigation.
- Independent oversight: A third-party monitor to audit and continuously verify data-access controls.
The government said it would use its authorities under the Investment Canada Act to ensure that the undertakings are implemented and enforced. The public statement describes the categories of safeguards, but does not set out every operational detail. See the minister’s statement.

Canadian presence and cultural commitments
The government also said TikTok Canada would maintain a physical presence in Canada and commit to investing in the cultural sector, supporting Canadian creators, artists and cultural organizations, and strengthening Canadian cultural content in official and Indigenous languages. The statement gives no dollar amount or job count for these commitments, so their scale cannot be quantified from the published terms. The statement summarizes them.

In 2024, the government said the review involved Canada’s national-security and intelligence community, and that the order addressed specific risks related to ByteDance Ltd.’s Canadian operations through the establishment of TikTok Technology Canada Inc. It said the decision relied on information gathered during the review and advice from security and intelligence partners. The announcement did not publicly detail the underlying evidence, so it does not establish any particular threat mechanism as a disclosed finding.
