The U.S. Department of State’s September 24, 2026 Eritrea travel advisory says, “Use of VPNs and satellite phones is not permitted in Eritrea.” That warning conflicts with Proton VPN’s commercial page, which claims VPN use is legal there. Do not treat a provider’s claim as a substitute for official guidance or qualified legal advice. No service in the available evidence is independently proven to work on Eritrean networks.
Is VPN use permitted in Eritrea?
The U.S. Department of State’s Eritrea Travel Advisory, issued September 24, 2026, states: “Use of VPNs and satellite phones is not permitted in Eritrea.” Proton VPN’s Eritrea marketing page, by contrast, claims VPN use is legal. These claims conflict; Proton’s commercial statement does not override the government advisory or establish how the law applies to a particular person or circumstance.
If you are in Eritrea or planning to travel there, do not assume that using a VPN is permitted based on a provider’s website. Consult current official travel guidance and qualified legal advice for your situation.

There is no independently verified Eritrea field test in the available evidence showing that a named VPN works there in 2026. A provider’s advertised features or an Eritrean IP-address option do not establish that its app can connect from inside the country.

Connectivity is a fundamental constraint. The UK Foreign, Commonwealth & Development Office (FCDO) says internet access is highly restricted and mainly available in hotels and a small number of internet cafés. It reports no 3G and unreliable national telephone networks outside Asmara and larger towns. The U.S. advisory describes hotel Wi-Fi as limited and inconsistent, cellular data as unavailable, and the sole telecommunications provider as state-owned. These travel advisories describe conditions for visitors; they do not measure current speeds or guarantee the same experience everywhere.
A VPN needs a working internet connection underneath it. If the available connection is absent or unreliable, a VPN cannot create one. An access failure also need not mean that a VPN itself is being blocked: a UK government country-of-concern report says access is constrained more by infrastructure and capacity than censorship, while providers must use government-controlled infrastructure. Reporters Without Borders describes a controlled media environment and says journalists in internet cafés are required to provide identification; its country page is not a current technical test of VPN blocking.

What Proton VPN says about Eritrea
Proton VPN is the only provider in the cited material with a dedicated Eritrea page. It advertises Eritrean IP servers and says many VPN websites have been blocked by the government. Those are provider claims, not independent confirmation of service availability inside Eritrea. Its assertion that VPN use is legal also conflicts with the U.S. State Department advisory.
Proton’s support pages describe features intended to help users connect when VPN traffic or direct connections are blocked. They explain what the company says its tools are designed to do, but do not demonstrate performance on Eritrean networks.

Proton lists Stealth for Windows, macOS, Android, iOS/iPadOS, Android TV and Linux GUI when Proton Protocols beta is enabled. App support can change, so check the provider’s current documentation and the version available for your device before relying on a feature.

- Legal and personal risk: Start with current official guidance. A vendor’s legal claim does not resolve the conflict in the sources above.
- Connection availability: Consider whether you can get a working internet connection where you will be. A VPN cannot compensate for unavailable cellular data or unreliable Wi-Fi.
- Anti-blocking features: Treat protocol descriptions as provider-documented capabilities, not proof that they work against restrictions on a specific Eritrean network.
- Evidence of performance: Look for a current, independent test conducted on the relevant network. No such Eritrea test is established here, so performance remains unverified.
