No—not reliably, and Hulu’s official guidance says it does not work with anonymizers or proxy services. Hulu’s terms also say its content may not be used, published, or disseminated outside the United States. A VPN is not a supported way to make Hulu available abroad. The rules differ for U.S. travel and for Hulu + Live TV, which has additional home-network requirements.
What Hulu says about VPNs and streaming outside the U.S.
Hulu’s Help Center states: “Hulu doesn’t work with anonymizers or proxy services.” If Hulu identifies one, its guidance is to disable it before streaming. Hulu’s Terms of Use, section 7.1, state: “The Content may not be used, published or disseminated outside the United States.” Read together, those policies mean a VPN should not be treated as a reliable or permitted route to Hulu from another country.
Hulu’s international-access help page describes Hulu and Hulu Premium streaming availability within the United States, including Puerto Rico and U.S. military bases, and says a subscription is intended for members of a single U.S. household. For the current service guidance, see Hulu’s “Why can’t I use Hulu internationally?” help page and Hulu’s Terms of Use.

If you are physically in the U.S. and Hulu reports that you are outside the country, Hulu advises disabling anonymizers or proxies. If the location still appears incorrect, contact Hulu support through its help page. That is different from attempting to use Hulu while located outside the United States, which Hulu’s terms restrict.

Hulu + Live TV has home-network rules
Hulu’s general streaming library and Hulu + Live TV do not have identical location rules. For Live TV, living-room devices must use the designated home network to access Live TV, DVR, and Premium Add-on content. Hulu allows up to four home-network changes during a 12-month period, according to its Live TV home-network help guidance.
Using Live TV on a mobile device away from home
Hulu says mobile devices can stream Live TV away from home within the U.S. after checking in on the home network at least once every 30 days. If you have not checked in, Hulu says the streaming library remains available on mobile, but Live TV access is affected. See Hulu’s home-network management guidance and its Live TV home-network troubleshooting page for the current rules.

What to do if Hulu blocks playback
- Turn off any VPN, proxy, or anonymizer. Hulu says it does not work with these services.
- Check your location. If you are in the U.S. but Hulu still identifies you as outside the country, use Hulu support for an incorrect-location determination.
- If the problem is Live TV, check the device and network. A living-room device needs the designated home network for Live TV, DVR, and Premium Add-on content; mobile use away from home has the separate check-in rule.
Does a Fire TV Stick solve the problem?
No device can change Hulu’s geographic eligibility or make a VPN workaround supported. A Fire TV Stick is a supported Hulu device, including for Hulu + Live TV, so it can be useful for viewing where your account and location meet Hulu’s requirements. Hulu lists Fire TV and Fire TV Stick on its Hulu + Live TV supported-device page.
