Usually, blocking someone on a Samsung phone is an incoming filter: it is meant to stop that number’s calls and texts from reaching you. Samsung’s support pages do not establish that blocking prevents you from composing or sending an outgoing text, but they also do not guarantee that a message you send will be delivered. The result can depend on your messaging app, phone software, model, and carrier.
What blocking does on a Samsung phone
Samsung describes number blocking as a way to prevent unwanted calls and text messages from reaching your Galaxy device. That describes what happens to incoming communication. It does not establish a universal rule for outgoing texts, so you should not assume that a message will—or will not—reach someone whose number you blocked.
Blocking and unblocking are separate from sending a message. If you want to resume normal contact and avoid relying on uncertain app or carrier behavior, remove the number from the blocked list in the messaging app you use.

Find the blocked list in the messaging app you use
Galaxy phones may use Samsung Messages or Google Messages. Check the app on your phone first; the menus below apply to different apps, and wording or availability may vary by model and software version.

Open the app’s settings and tap Block numbers and spam.

Review the blocked numbers or messages. Samsung documents this as the place to manage blocked numbers and messages; menu wording can vary.

Samsung’s phone-blocking guide says number blocking is available on Galaxy phones running Android 9.0 or later, but availability may vary by provider, software version, and model: Samsung phone number blocking instructions. Why your Samsung Messages menus may not match
The app on your phone matters. Samsung’s U.S. support guide says Samsung Messages is available on Galaxy phones and tablets running One UI 6.0 and lower, and identifies Google Messages as the default messaging app for RCS support on and between carriers. App defaults and availability can change with the device, software version, and market, so confirm which app you are using before following a settings path. If you cannot receive someone’s texts
If the problem is that you are not receiving another person’s messages, Samsung recommends checking blocked lists in Samsung Messages, the Phone app, and Contacts. A number blocked in one place may not be managed from the same screen as a block in another app, so check the relevant lists rather than assuming one setting controls them all.
