Yes—Paytm can still be used for some services even if your Paytm Payments Bank (PPBL) account is unavailable. The Paytm app and its UPI service are distinct from a PPBL account. You can link an account from another supported bank to use Paytm UPI, but you cannot use that to restore deposits or top-ups to PPBL products barred by Reserve Bank of India (RBI) directions.
Paytm the app and a PPBL account are different
Paytm’s UPI service operates as a third-party app with partner banks. Its terms identify Yes Bank, Axis Bank, HDFC Bank and State Bank of India as PSP banks. That means a PPBL account is not required for every Paytm feature, although what you can do depends on the specific service and how it is funded. Paytm UPI terms

The RBI’s direction covered PPBL customer accounts, prepaid instruments, wallets, FASTags and National Common Mobility Cards. It barred further deposits, credit transactions and top-ups after March 15, 2024, with exceptions including interest, cashbacks, sweep-ins from partner banks and refunds. How to link another bank account for Paytm UPI
- Open Paytm and go to your profile menu.
- Choose UPI & Payment Settings, then select Add Bank Account or Link Bank Account.
- Select your bank and complete the app’s SMS verification. The mobile number registered with the bank must be active on the device; Paytm uses it to verify and fetch account details.
- If you are setting up UPI for the first time, follow the prompts to set a UPI PIN. You may need your debit-card details.

If salary, subsidies or recurring debits are routed through PPBL, the RBI advised customers to make alternative arrangements to avoid disruption. Check where each payment is actually credited or debited, rather than assuming that continued Paytm app access means a PPBL-linked instruction will continue as before. RBI FAQ
