Generally, yes. Delisting usually means a game is no longer for sale on Steam; it does not normally remove access for people who already own it. Valve says existing players can continue to download, install, and launch a product after it is removed from Steam. That does not guarantee that every game will work on every current system or that its online services will remain available.
What delisting changes—and what it does not
When a publisher removes a game from sale, new customers generally cannot buy it through its Steam store page. Existing owners normally retain the game in their Steam library. Valve’s Steamworks documentation, “Removing a product from Steam”, says: “Those players will continue to be able to download, install, and launch the game.”
Publisher announcements provide examples of that general practice. Bethesda said owners of delisted id Software games would still have them in their libraries to download and play. A Steam-hosted announcement about the original Sonic Generations likewise said existing owners could continue to download and play it. Those examples concern access to those games; they do not promise that every title’s online features or services will continue.

If a delisted game is missing from your library
First check that you are signed in to the Steam account that owns or activated the game. A game can also be hidden or excluded by a library filter. Steam Support’s “Games Are Missing from my Library” guide covers these checks.

If the game appears in your library but Steam labels it uninstalled, its files may still be on your computer. Check the relevant Steam library folder, then start the installation through Steam so the client can look for and recognize existing files. Steam Support explains this process in “Installed games are appearing as uninstalled”. Finding files this way can help Steam recognize an installation, but it does not establish that your account owns the game.
If Steam asks you to buy it again
Check your purchase history and confirm that the transaction completed. According to Steam Support’s “Steam Is Asking Me To Purchase a Game I Already Paid For”, a card purchase that was declined can result in the game being removed from the Library list.

If you received the game as a gift, access can also be affected if the gift is refunded after fraud or a payment dispute. Steam describes that situation in its “Steam Gifts” guidance. These are entitlement or transaction issues, not ordinary consequences of a game being delisted.

If the game is in your library but will not run
Being able to download or launch a game through Steam is not the same as being compatible with your current computer. Check the game’s supported operating systems and system requirements; Steam Support’s “Game is not available on your current platform” explains platform availability.

Delisting alone also does not tell you whether a publisher’s servers, multiplayer features, or other online services are still operating. Check the publisher’s current notice for the specific game. If the game fails to start, do not assume that its removal from sale is the cause.

You can add some non-Steam games to your Steam library as shortcuts, but a shortcut does not grant a Steam entitlement or let Steam download the game. It is not proof that your account owns the Steam version. Steam Support explains the distinction in “Add Non-Steam Games to a Library”.
