No—standard Fallout 3 has walk and run movement, but no separate sprint action. On PC, Left Shift is labeled “Run,” while Caps Lock is “Always Run.” If pressing Shift makes your character slower, you may have been in Walk mode already.
Can you run or sprint in Fallout 3?
You can move at the game’s normal run speed, but that is not a distinct sprint mode. The PC manual’s “Run” control refers to switching from walking to normal movement speed; it does not list a separate sprint action.

These labels come from the Fallout 3 PC manual, published by Bethesda Softworks.
Why does pressing Shift make me walk?
Bethesda Support explains that a keyboard player may be stuck in Walk mode: pressing Shift restores normal speed, while Caps Lock should switch the character back to normally running. In other words, Shift can seem to slow you down if you were already running and the control changed your movement to walking.

What about console controls?
Exact default run or walk inputs for PlayStation 3 and other controller setups are not established here, so check the manual for your specific platform rather than assuming the PC keys have a direct equivalent.

For Xbox 360, Bethesda says stick arrangement is controlled through Xbox profile options, not a Fallout 3 in-game setting. That note concerns stick configuration; it does not specify all console movement defaults. See Bethesda Support’s Xbox 360 stick-configuration note.
