No. Pokémon HeartGold and SoulSilver are Nintendo DS games, and neither is listed in Nintendo’s current Game Boy Advance – Nintendo Classics catalog for Switch. A Nintendo Switch Online + Expansion Pack membership therefore does not give you access to either game through that collection. To play these specific editions, use an original DS game with compatible Nintendo DS-family hardware.
Why HeartGold and SoulSilver are not Switch games
Nintendo identifies Pokémon HeartGold Version as a Nintendo DS title. Its official manual says the game “is based on Pokémon Gold Version for Game Boy™” and describes Nintendo DS wireless communications. Nintendo’s HeartGold manual establishes its original platform; it does not make the game a Game Boy or Game Boy Advance app.

The Switch’s classic-game collections are separate catalogs. Nintendo’s Game Boy Advance – Nintendo Classics listing describes selected GBA games available through Nintendo Switch Online + Expansion Pack. HeartGold and SoulSilver do not appear in the catalog shown there. Nintendo’s classic-games membership FAQ explains which apps are included with each membership tier, but does not list either title as a Switch classic. Catalogs can change, so check Nintendo’s current listing if availability is a deciding factor.

What to check before buying a DS copy
Search for the exact edition—“Pokémon HeartGold Nintendo DS game” or “Pokémon SoulSilver Nintendo DS game”—and confirm the listing names the game you intend to play. Check the item’s condition and verify compatibility with your particular DS-family system before paying. Availability and seller status vary, and no current stock or listing is confirmed here.
