There is no verified step-by-step consumer method established here for getting a genuine North Korean IP address. A VPN or proxy may make a website estimate that your connection is somewhere else, but that does not prove your traffic exits through a North Korean network. The sources reviewed do not substantiate a legitimate consumer service with a verified DPRK endpoint.
What does it mean to have a North Korean IP address?
An IP address is used to route internet traffic. A VPN sends traffic through the VPN provider’s exit point; a proxy relays it through another system. Either can change the public IP address a website sees, and a geolocation database may then label that address as being in a different country.
That appearance is not the same as traffic actually exiting through a network in North Korea. Nor does changing an apparent location grant access to the country’s restricted domestic intranet. The U.S. Department of Justice explained the routing role of IP addresses in a 2024 court filing and described VPNs, virtual private servers, and proxy addresses used to make connections appear to come from false locations. That filing concerns an alleged IT-worker scheme, not a consumer service or a recommended way to obtain a DPRK connection: U.S. Department of Justice.
Why isn’t there a reliable VPN setup to follow?
A step-by-step guide would require a provider with a currently available North Korean exit point and evidence that traffic really routes through it. The sources reviewed establish neither. A provider’s country label or a website’s geolocation result alone would not verify a genuine DPRK network route. There is also no current authoritative count in the cited material of consumer VPN exits or generally available public IP addresses in North Korea.

That is a limit on what can be verified—not proof that no such technical endpoint could exist anywhere. Without route-level evidence and confirmed availability, naming a provider or giving connection steps would risk presenting an unverified claim as fact.
Why is ordinary internet access in North Korea limited?
The U.S. State Department’s 2019 human-rights report described global internet access as limited to high-ranking officials and other designated elites. It said the Korea Computer Center acted as a gatekeeper, that access was limited to information it deemed acceptable, and that users’ screens were monitored. The report also described most mobile data access as limited to state-sanctioned intranet functions. These are observations in a 2019 report, not a comprehensive account or user count for 2026: U.S. Department of State, North Korea — 2019 Country Reports on Human Rights Practices.

The UK Foreign, Commonwealth & Development Office’s travel advice says “the routine lack of access to internet and mobile networks makes it almost impossible to communicate outside of North Korea.” That describes routine conditions; it does not establish that every privileged or institutional connection is impossible. The same advice says passenger routes have not all resumed. Travel conditions can change, so check the current page before making plans: UK FCDO, Korea, DPR (North Korea) travel advice.

If you are testing a website’s location handling
Use a test environment or a provider location whose availability and routing you can verify. Record what you are testing: a geolocation label, an apparent egress IP, or an actual network route. A successful country label is not evidence of a North Korean endpoint.
If you need to access a North Korean intranet
A VPN or proxy that changes your public IP does not provide access to a separate, restricted network. The sources here do not establish a consumer method for reaching that intranet.

What should you know about sanctions and legal risk?
Sanctions rules depend on jurisdiction, the parties involved, the service or technology, and the purpose of an activity. UK guidance addresses restrictions on specified goods, technology, services, and financial activity, alongside exceptions and licensing context. The U.S. Treasury’s OFAC page describes the U.S. North Korea sanctions program and notes that some activities may be allowed if licensed. Neither source supports a blanket conclusion that merely viewing a website or using an IP address is prohibited. Check the current rules that apply to your circumstances and seek qualified legal advice for activity involving North Korean persons, services, or technology.
