Not if you have no active carrier line. iPhone Wi-Fi Calling is a carrier feature linked to a cellular line, so Wi-Fi alone does not activate ordinary calls through your carrier phone number. But if you mean you removed the physical SIM, an active eSIM may still provide the carrier line needed to use Wi-Fi Calling—provided your carrier, plan, iPhone, and location are eligible.
First, clarify what “without a SIM card” means
A physical SIM card and a carrier line are not the same thing. An iPhone can have cellular service through an eSIM, so removing the physical card does not necessarily mean the phone has no active service. An eSIM requires an active mobile plan from a provider that supports eSIM.

Apple lists iPhone XS, iPhone XS Max, iPhone XR, or later among devices needed for eSIM use. iPhone 13 and later support Dual SIM with two eSIMs. Model and regional compatibility can vary, so check your device and carrier requirements before relying on an eSIM.

Check eligibility before changing settings
- Confirm an active line: Check whether your iPhone has an active physical SIM or eSIM plan. If you have no active plan, contact a carrier that supports eSIM to ask about service and Wi-Fi Calling eligibility.
- Confirm carrier and location support: Apple warns that Wi-Fi Calling is not available with every carrier or in every country or region. Ask your provider whether your particular plan and account can use it where you will be calling.
- Check the device: eSIM and Dual SIM support depend on the iPhone model and region. Carrier restrictions may also apply.
- Connect to Wi-Fi: You need Wi-Fi access to place a Wi-Fi call when cellular service is unavailable. A personal hotspot may provide internet access, but it does not create a carrier line or make an ineligible plan eligible.
Apple’s U.S. and Canada carrier directory lists features by provider—for example, it lists eSIM and Wi-Fi Calling for T-Mobile USA. It is a regional directory, not a guarantee that every plan or account qualifies; its footnotes also note that some features may have additional fees or requirements. Verify your own eligibility with your carrier.

Turn on Wi-Fi Calling on iPhone
- Open Settings > Cellular (called Mobile Data in some regions) and confirm that the relevant line is present and active.
- If the iPhone uses Dual SIM, tap the line you want to use.
- Tap Wi-Fi Calling, then turn on Wi-Fi Calling on This iPhone.
- Follow any on-screen carrier instructions. Your provider may ask you to confirm information for emergency calling, such as a registered address.
When Wi-Fi Calling is active, Apple says “Wi-Fi” appears after the carrier name in the status bar. If the Wi-Fi Calling option is missing or activation does not complete, your carrier, plan, location, or device may not support the feature.
Troubleshoot setup problems
If you have an eligible plan but cannot enable Wi-Fi Calling, use these checks in order:

- Check the line: In Settings > Cellular, make sure the intended line appears and is turned on. For an eSIM setup problem, confirm with your carrier that the plan is active and assigned to this iPhone.
- Check carrier support: Ask the provider whether Wi-Fi Calling is enabled for your account and supported in your current country or region. A carrier’s general support for the feature does not necessarily establish eligibility for every account.
- Reconnect: Confirm that the iPhone can access the internet over Wi-Fi. Apple’s eSIM troubleshooting guidance also includes turning Airplane Mode on and off.
- Restart and check updates: Restart the iPhone and check for a carrier settings update. Keep iOS current; if an eSIM will not set up, Apple’s troubleshooting guidance also recommends checking for the latest iOS version.
- Contact the provider: If the line is still missing or Wi-Fi Calling will not activate, ask the carrier to check the eSIM activation, account eligibility, and emergency-calling details.
Know the emergency and connection limits
Wi-Fi Calling should not be treated as a substitute for dependable access to emergency services. Apple says emergency calls use cellular service when it is available. If cellular service is unavailable and Wi-Fi Calling is enabled, an emergency call may be placed over Wi-Fi. Device location information may be used to help emergency responders regardless of Location Services settings, and some carriers may use the address registered for Wi-Fi Calling.

Apple also warns that an iPhone connected to Wi-Fi Calling may not receive emergency alerts. If a Wi-Fi call loses its connection, it may switch to the carrier’s cellular network using VoLTE when VoLTE is available and turned on. That fallback depends on cellular coverage and carrier support; it is not available simply because the phone has Wi-Fi.

What if you have no active carrier line?
You cannot enable Apple’s documented carrier Wi-Fi Calling feature on an iPhone with no active carrier line. If you need calls while keeping a physical SIM out of the phone, ask a supported carrier about an active eSIM plan and whether Wi-Fi Calling is included for your account and location.
Internet-calling apps are a separate category from carrier Wi-Fi Calling. Their availability, phone-number options, and setup requirements vary by service; they do not activate your carrier’s Wi-Fi Calling feature.
