Yes. Sweet pepper seeds and the white inner membranes are generally edible. People remove them mainly for texture, appearance, or to follow a recipe—not because they are considered unsafe. Wash the pepper under clean, running water before eating or cooking it.
Why recipes tell you to remove them
Removing the seeds and white ribs is a common preparation step, especially when hollowing peppers for stuffing. USDA preparation guidance includes removing stems, seeds, and the white inner membrane, while Clemson University Extension recommends removing them when preparing sweet peppers to stuff or bake. These are preparation instructions, not warnings that the parts of a fresh pepper are poisonous.
The FDA likewise calls seeds undesirable portions to remove under good manufacturing practices—but that guidance applies to canned pimentos and red sweet peppers during manufacturing, not to whether someone may eat seeds from a fresh sweet pepper.
Sweet peppers are not hot peppers
In hot peppers, capsaicin is concentrated in the white membrane, which helps explain where much of their pungency comes from. That fact should not be applied to sweet bell peppers: it does not mean their membranes are spicy.

How to prepare a sweet pepper
- Wash it first. Rinse the pepper under clean, running water before eating or cooking. FoodSafety.gov says household ingredients such as vinegar and salt have not been shown to remove germs from produce effectively.
- Choose whether to keep the seeds and ribs. Leave them in if you do not mind their texture, or remove them to suit your preference or the recipe.
- For stuffing, hollow the pepper as directed. Removing seeds and membranes is a common way to prepare the cavity, rather than a food-safety requirement.
What is known about their nutrition?
The cited consumer and extension guidance does not provide specific figures or establish a particular health benefit or harm from eating sweet pepper seeds or membranes. There is no need to treat them as either a special nutritional ingredient or a hazard based on that guidance.
