For foreign tourists and short-term visitors, generally yes: a 2025 visitor guide from Universidad Autónoma Metropolitana (UAM) says a valid license from your home country is acceptable for driving in Mexico City. The guide also describes an international driving license used together with your home-country license as an alternative—not a universal requirement. The reviewed official visitor guidance does not clearly settle the separate case of a license issued by another Mexican state.
Can foreign visitors drive in Mexico City with a home-country license?
UAM Azcapotzalco’s Guide for coming to CDMX 2025 says foreign nationals visiting for the immediate future may drive with a valid license from their country of origin. It also says visitors may present an international driving license together with their home-country license. The guide frames this advice for tourists and short-term visitors, so it should not be treated as a blanket rule for every person living in Mexico City.
The guide does not establish that an international driving permit is legally required in every case. If you plan to rent a car, check the rental company’s requirements and insurance terms as well: the visitor guide and the city law do not specify rental-company document conditions.
What if your license is from another Mexican state?
The reviewed Mexico City sources do not explicitly state a general visitor-recognition rule for a license issued by another Mexican state. SEMOVI’s FAQ discusses when someone with an Estado de México or CDMX address and no previous CDMX license can apply for a local license; it is not an answer to how a visiting driver may use an out-of-state license. For your specific situation, confirm the current rule with SEMOVI or qualified local advice rather than assuming the foreign-tourist guidance applies.

What if you have moved to Mexico City?
The UAM guide addresses tourists and short-term visitors, not the point at which a foreign-license holder who relocates to CDMX must obtain a local license. The reviewed SEMOVI materials explain local-license application eligibility but do not state a deadline for switching. That residency transition is therefore not established by these sources.
Exceptions that apply even if your license was issued elsewhere
Suspended or cancelled credentials
Mexico City’s consolidated Mobility Law, with a latest published reform dated 27 August 2025, says a person whose license or permit has been suspended or cancelled may not drive in the city during the restriction, regardless of whether the credential was issued in Mexico City, another state, or another country.

Public passenger or cargo vehicles registered in CDMX
The law also says a person holding a foreign-issued license may not drive public passenger- or cargo-transport vehicles registered in Mexico City. This restriction concerns those public-service vehicles, not ordinary visitor use of a private or rental car.

Your vehicle’s paperwork is a separate issue
A driver’s license establishes whether you may drive; it does not answer whether a particular vehicle may circulate or how it must be registered. Mexico City’s Tourist Pass page describes a vehicle procedure for certain private vehicles with foreign or other-state plates. It lists 3-, 7-, and 14-day periods and a maximum of 14 days per semester, and excludes plates from CDMX, Estado de México, Hidalgo, Morelos, Puebla, Querétaro, and Tlaxcala. The page was last updated on 13 September 2021, so verify current terms and availability before relying on it. A Tourist Pass is not a driver’s license.

SEMOVI’s procedure for registering a used vehicle from another Mexican state concerns bringing a vehicle into the city’s register. It lists proof of a CDMX address, ownership records, and the other state’s plates and circulation card among the requirements. It is not the procedure for a visitor borrowing or renting a car.

What to check before you drive
- Carry a valid home-country license if you are a foreign tourist or short-term visitor; the 2025 UAM guide describes it as acceptable.
- If you are considering an international driving document, do not assume it replaces your home license: the guide describes presenting it together with that license.
- Do not drive while your license or permit is suspended or cancelled, even if another jurisdiction issued it.
- For rental cars, confirm the rental company’s document and insurance rules directly.
- Check vehicle circulation and registration requirements separately, especially if the car has out-of-city plates.
- If you hold a license from another Mexican state or have become a CDMX resident, ask SEMOVI about your specific circumstances; the visitor guidance does not resolve those cases.
