No: a passive Ethernet-to-phone-jack adapter cannot turn Ethernet into phone service or DSL. It only rearranges wires. The right solution depends on what you are trying to connect: use a DSL modem/router for a DSL wall outlet, an active VoIP adapter for an analog phone on VoIP service, or a purpose-built bridge if you want to carry network data over suitable existing telephone wiring.
Why a plug adapter cannot convert Ethernet to phone service
Ethernet LAN, analog telephone service, and DSL use different electrical signaling and serve different purposes. A modular plug’s shape does not tell you which signal a wall jack carries. A passive RJ45-to-RJ11 adapter can connect selected conductors, but it cannot supply the electronics needed to translate between network protocols or create telephone service.
That distinction matters even when a DSL port looks like a small telephone jack. Cisco documents xDSL interfaces that use RJ-11 connectors and, on specified router models, pins 3 and 4 for the DSL pair. That is a DSL modem/router connection—not a regular Ethernet LAN port—and pin assignments can vary by device. Check the label and the equipment manual rather than relying on the connector’s appearance. Cisco’s DSL interface pinout documentation and its router installation guide distinguish DSL/phone-related connections from Ethernet connections.

Choose the equipment for what the jack needs to do

Connecting a computer to a DSL phone outlet
If the wall outlet carries DSL, the computer does not connect to it as though it were an Ethernet wall port. Use a modem/router with a DSL or xDSL input. The modem handles the provider’s DSL connection; its Ethernet LAN ports provide network access to your computer or other equipment. Use any provider-required filter or splitter and follow the modem/router manual for the exact connection.

Do not assume every telephone-style wall outlet has DSL service. The jack could be unused, connected to ordinary telephone wiring, or wired for another purpose. Confirm the service and the modem/router port label before plugging in equipment.
Connecting an analog phone to VoIP service
An ATA is active electronic equipment that links an analog telephone interface to an IP network. Connect Ethernet to the adapter’s designated network port and the phone or fax machine to its designated phone port. Follow the manual for the exact model; port roles cannot be inferred from connector size.

The warning in Cisco’s PAP2T user guide is specific and important: “Do not connect either of the Phone ports to a telephone wall jack.” The manual says to connect a telephone or fax machine to those ports instead, because connecting them to wall wiring may damage the adapter or telephone wiring. Some existing telephone cable can carry local network data with active bridge equipment, including suitable G.hn kits. This is not the same as converting a phone jack with a passive adapter: the bridge uses electronic endpoint devices, typically a master and a client, to transmit data over the cable.

Before choosing a kit, check the exact manufacturer requirements:
- Confirm the wiring is available for this use and disconnected from other telephone equipment if the kit requires it.
- Verify that both endpoints connect through a suitable cable path; the wiring topology and any branches can matter.
- Check the number, continuity, and type of conductors. For example, devolo’s instructions specify a free telephone line with at least two wires.
- Compare the kit’s supported wire types, maximum distance, client count, endpoint power needs, and compatibility. Do not assume all G.hn products have the same requirements.
Manufacturers’ speed figures are not guarantees for a particular home. For example, GigaCopper states that its G4201TM G.hn product can provide net bandwidth “up to approx. 1500 Mbit/s” depending on cable length, shared among connected modems. This is a model-specific manufacturer claim, not an independently established speed for other products or a prediction of performance on your wiring. When a phone jack can be repurposed for Ethernet
If your goal is an ordinary Ethernet connection at a wall jack, a qualified installer may be able to reterminate the cable if it is suitable Ethernet cabling and has a usable point-to-point route. A telephone installation does not necessarily use suitable cable or a suitable topology, so replacing the jack or attaching an adapter is not proof that Ethernet will work. Have the cable and route checked before choosing a termination.
