Yes—VLC can convert some DVDs to MP4. VideoLAN lists DVD Video as a supported input and MP4 among its supported formats, but that does not mean every disc will open or convert. Whether VLC can access a particular DVD depends on the disc, your optical drive, and the DVD-reading support available on your system.
What VLC can—and cannot—guarantee
VideoLAN’s feature list includes DVD Video as an input and MP4 as a supported format. That makes DVD-to-MP4 conversion possible in principle; it is not a promise that VLC will read every disc or produce a successful file from every source.
For conversion, the general workflow is to open the DVD as the source, choose a conversion or save action, select an MP4-compatible output profile and a destination, then start the conversion. The exact menu labels and dialog sequence can vary by VLC version and operating system. No particular clicks, codec settings, conversion speed, or output quality are established here, so treat the options shown in your installed version as authoritative rather than relying on a universal recipe.

Why a DVD may not open
First check whether VLC can play the DVD. If it cannot, the problem is with reading the source, not the MP4 output profile. VideoLAN’s DVD FAQ identifies DVD-reading library availability, device permissions, and drive access behavior as factors. On Linux and Unix systems, its libdvdcss documentation explains that access may depend on the library and the drive. Some RPC2 drives do not provide the raw access libdvdcss needs.

VideoLAN’s Windows FAQ also notes that some newer DVD protection mechanisms are not supported by VLC. A failure may therefore reflect a disc or drive limitation, not a setting that can be fixed by choosing a different MP4 profile. Do not assume that a software change will overcome an unsupported protection mechanism.
Check the source before changing conversion settings
- VLC cannot see the disc: Check that the operating system recognizes the optical drive and that VLC has permission to access it. Disc condition, drive access behavior, and required DVD-reading support may also matter.
- VLC sees the disc but cannot play it: Consider whether the installed build has the relevant DVD-reading support and whether the drive can access that disc. DVD region and access behavior can affect playback; the available evidence does not establish that VLC supports discs from every region or drive.
- VLC plays the DVD, but the converted file is incomplete or will not play properly: The cause cannot be diagnosed without details such as operating system, VLC version, selected title, and conversion options. Changing the source-reading setup may not help if playback already works.
If your computer has no optical drive, an external USB DVD drive can provide one. Compatibility depends on the specific computer and drive; no particular model or performance is established here.

When HandBrake is an alternative
HandBrake’s source documentation lists DVD discs and backups among supported sources, and its product description identifies MP4 as an output format. It is an option to consider for a supported source if VLC is difficult to use.

HandBrake states that it does not defeat or circumvent copy protection. Its documentation establishes supported source and output categories, not a guaranteed result for every disc. The available information also does not establish a feature-by-feature comparison of conversion speed, quality, or control over title, audio, and subtitle selection between HandBrake and VLC.
