Windows 11 does not document a built-in setting to switch grouped taskbar previews from thumbnails to a text list. On supported editions, a Microsoft policy can hide thumbnails and show standard text tooltips, but that is not the same as restoring a list-style preview.
Does Windows 11 have a list-versus-thumbnail setting?
No such toggle appears in Microsoft’s taskbar customization guide. The guide covers other taskbar options, but does not document a control for changing how grouped app windows appear when you point to a taskbar icon. See Microsoft’s taskbar customization guide.
That means the normal Settings app does not offer a documented way to choose a list instead of thumbnail previews. If you want to remove thumbnails, Windows does document a separate policy; it suppresses them rather than selecting a text-list layout.

The TaskbarNoThumbnail user policy is listed for Windows 11 version 21H2 and later, with support for Pro, Enterprise, Education, and IoT Enterprise editions, including IoT Enterprise LTSC. Microsoft says: “If you enable this policy setting, the taskbar thumbnails aren’t displayed and the system uses standard text for the tooltips.” Read the TaskbarNoThumbnail policy documentation.

Standard text tooltips are not a grouped list of open windows. The policy changes the thumbnail behavior, but Microsoft does not describe it as a way to restore the older list presentation.
What about the NumThumbnails registry workaround?
A Microsoft Q&A answer dated May 28, 2025 says setting the older NumThumbnails registry value to 0 used to force list view in earlier Windows 10 and early Windows 11 builds, but no longer worked on the latest builds discussed in that thread. The answer also said there was no official replacement at that time. This is dated guidance about the builds discussed, not confirmation of behavior on every later Windows 11 release. Because newer build compatibility is not established here, do not treat that registry edit as a reliable current fix. Registry changes can also affect Windows behavior beyond a single taskbar preference.

Third-party taskbar modification tools are another possible route, but current compatibility across Windows 11 builds is not established by the cited sources. Verify support for your exact Windows build before relying on one.
