Sometimes. If your phone has no cellular signal but can connect to Wi-Fi with internet access, carrier Wi-Fi calling and internet messaging apps may still work. If neither cellular service nor Wi-Fi internet is available, ordinary calls and texts generally cannot connect; satellite features on some supported phones offer limited alternatives, with separate rules for everyday messages and emergencies.
What does “without service” mean?
It helps to distinguish a dead zone from a complete loss of connectivity. “Without cellular service” can mean there is no reachable cellular network even though a working Wi-Fi connection is available. “Without cellular or Wi-Fi coverage” means the phone has no ordinary network path at all.

Regular cellular calls and SMS need a compatible, reachable cellular network and an active service path. Wi-Fi calling uses Wi-Fi internet instead; messaging and calling apps also need an internet connection. Satellite messaging, where supported, uses a satellite link rather than cellular coverage.
What can work when cellular service is unavailable?
| Option | Connection needed | What it can do | Key limitation |
|---|---|---|---|
| Carrier Wi-Fi calling | Wi-Fi with working internet | Calls, and potentially texts depending on carrier and device support | Requires a supported carrier-device setup; Wi-Fi alone is not enough. |
| Internet messaging or calling app | Any working internet connection, such as Wi-Fi | App messages and calls supported by that service | App emergency-call and text support varies; many over-the-top apps do not support 911 or offer only limited emergency functionality, according to the FCC. |
| Satellite messaging | Satellite connection, with eligible device and service | Limited messaging on some devices; certain features are emergency-only | Availability depends on model, software, region, carrier or agency support, and conditions such as a clear view of the sky. |
| Ordinary cellular call or SMS | Reachable compatible cellular network | Standard carrier calls and texts | Generally cannot connect when no cellular network is reachable. |
Can you call or text over Wi-Fi?
Yes, if cellular service is absent but the phone is connected to Wi-Fi that has working internet, and the carrier and device support Wi-Fi calling. The FCC has described Wi-Fi calling as useful in places where cellular service is unavailable (FCC notice).

Enable the carrier’s Wi-Fi calling feature using its setup instructions; the exact menu varies by phone and carrier. A Wi-Fi icon or enabled Wi-Fi setting does not prove that internet access is working. If the Wi-Fi network has no internet connection, Wi-Fi calling and internet-based messaging will not have a path to deliver the call or message.
For emergency calling over Wi-Fi, keep the emergency address registered with your carrier current. An FCC report explains that a Wi-Fi call may rely on that registered location; if you call from somewhere else, the 911 call may not reach the nearest public safety answering point or may be misrouted (FCC report).

Can an iPhone text without cellular or Wi-Fi coverage?
Some can, using Apple’s Messages via satellite. Apple says iPhone 14 or later, all models, can send and receive iMessage or SMS via satellite when outside cellular and Wi-Fi coverage, subject to eligibility and regional availability. The phone needs an active SIM; iMessage must be enabled before going off grid, and sending SMS by satellite depends on carrier support. Apple lists availability in the United States, Canada, Mexico, and Japan, with minimum iOS versions varying by country. Availability elsewhere depends on government approvals and other requirements. Check Apple’s current requirements and country availability before relying on the feature.

To connect, be outdoors with a clear view of the sky and horizon. Heavy foliage or other obstructions may prevent a connection, and a message may take a few minutes to send, according to Apple’s iPhone guide. This is not equivalent to ordinary texting over a cellular network, and it is not available on every phone or in every location.

Is satellite messaging the same as calling for help?
No. Apple separates Messages via satellite for communicating with friends and family from Emergency SOS via satellite. Apple says Messages via satellite should not be used in emergencies; in an emergency without cellular and Wi-Fi coverage, use the supported emergency feature instead (Apple Support). Apple describes Emergency SOS via satellite as a way to message emergency services, with trained relay specialists able to contact public safety answering points that cannot receive texts directly (Apple Newsroom).
Google documents satellite contact with emergency services on supported Pixel phones when mobile network and Wi-Fi are unavailable. Coverage, conditions, and whether the relevant government agency is available affect whether it can be used (Google Pixel Help). That documentation does not establish general-purpose satellite texting or satellite voice calls for all Android phones.

Can you call 911 with no signal?
Do not treat “No Service” as a guarantee that an emergency call will connect. In a dead zone, an emergency call may sometimes be able to use another reachable cellular network, depending on local systems, but the available information does not establish a rule that applies in every country and situation. Follow local emergency guidance and use an emergency satellite feature only if your device, location, and circumstances support it.
Wi-Fi emergency calling may be another route when cellular service is unavailable but Wi-Fi internet works. Its location handling can depend on the address registered with the carrier, so keep that information current. Messaging or calling through an app is not a dependable substitute for emergency calling: the FCC has warned that many such apps do not support 911 calls or texts, or provide only limited emergency functionality (FCC report).
Quick Recap
What to check before relying on a connection
- For Wi-Fi calling: Confirm that your carrier and phone support it, follow the carrier’s activation instructions, and verify that the Wi-Fi network has internet access.
- For app calls or messages: Make sure the phone has working internet and that the other person can use the same service. Do not assume the app can contact emergency services.
- For satellite features: Check the exact phone model, software, active SIM or carrier requirements, country availability, and any agency or service restrictions. Satellite coverage and supported devices can change; carrier FAQs such as Verizon’s satellite information and announcements such as Comcast’s March 20, 2025 announcement describe particular offerings, not universal availability.
- For emergencies: Know the emergency feature supported by your phone and region, and do not assume ordinary satellite messages or app messages reach emergency responders.
