Yes—but a power bank must travel in your carry-on, not checked baggage. For U.S. flights, the FAA generally allows spare lithium-ion batteries up to 100 watt-hours (Wh); batteries from 101 to 160 Wh need airline approval and are limited to two, while batteries above 160 Wh are not allowed on passenger aircraft. A regular wall charger with no battery inside is different: the power-bank battery limits do not apply to it. Airlines and authorities on other routes may apply stricter or newer rules, so check your operating airline before flying.
Power bank rules at a glance
| Question | Practical rule |
|---|---|
| Where can a power bank go? | In the cabin, in carry-on baggage. Do not put it in checked baggage. If your carry-on is gate-checked, remove the power bank and keep it with you. |
| What capacity is allowed? | Under FAA passenger guidance for U.S. flights, up to 100 Wh is generally permitted; 101–160 Wh requires airline approval; above 160 Wh is prohibited on passenger aircraft. IATA’s 2026 passenger guidance limits power banks to two, each no more than 100 Wh. Airline and route rules may be stricter. |
| Can it be used or charged onboard? | IATA’s 2026 guidance says not to recharge a power bank from aircraft power, not to keep one in an overhead locker, and not to use it to power another device during taxi, take-off, or landing. Check whether your airline has implemented these measures and follow its instructions. |
| Does the rule cover wall chargers? | A plug-in wall adapter with no built-in battery is not a power bank and has no battery Wh rating. A portable charger containing a lithium battery is subject to battery rules. |
How to check your power bank’s capacity
Use the watt-hour rating printed on the battery or its label. If only milliamp-hours (mAh) are shown, mAh alone does not establish the Wh rating: the battery’s voltage matters. The FAA formula is Wh = volts × amp-hours. Convert mAh to amp-hours by dividing by 1,000, then multiply by volts.
For example, the FAA’s passenger guidance gives 12 V × 8 Ah = 96 Wh. For another calculation, a 20,000 mAh battery at 3.7 V would be 20 Ah × 3.7 V = 74 Wh. Use the voltage associated with the battery rating, not an output voltage printed for a USB port.

Its 101–160 Wh band requires approval from the airline and is limited to two spare batteries per person; over 160 Wh is not allowed on passenger aircraft. The FAA does not state a quantity limit for under-100-Wh rechargeable batteries for personal use, but airlines can impose tighter limits. IATA’s passenger guidance revised for 2026 gives a different, tighter power-bank limit: no more than two lithium-ion power banks, each no more than 100 Wh. IATA describes this as guidance amid evolving airline adoption and varying national implementation—not a single rule automatically applied worldwide. Check the operating carrier’s current policy for your itinerary rather than treating either figure as universal. The IATA passenger guidance document is dated March 31, 2026, and says an airline may refuse carriage if staff cannot verify the Wh rating from the battery or supporting documentation.
Pack it in the cabin, and remove it if your bag is gate-checked
A power bank is a spare lithium battery. Keep it in your carry-on so it remains in the cabin; it must not be placed in checked luggage. If staff take your carry-on at the gate or planeside to put it in the hold, remove the power bank first and keep it with you. The FAA’s PackSafe lithium-battery guidance also covers external battery chargers containing lithium cells.

What the 2026 IATA onboard guidance says
IATA’s 2026 passenger document says power banks should not be stored in overhead lockers or recharged from an aircraft power supply. It also says not to use one to power another device during taxi, take-off, or landing. The separate IATA operator guidance for power banks, also dated March 31, 2026, describes a prohibition on recharging a power bank onboard and recommends against using one to recharge another portable electronic device onboard.

These provisions are being adopted by airlines at different speeds, and their legal effect depends on national implementation. They should not be read as proof that every airline or country applies identical onboard restrictions already. Check your carrier’s current instructions for the flight, and follow crew directions.
Wall chargers, cables, and portable chargers are not all the same
- Wall adapter and cable: If the adapter has no battery built in, it is an ordinary accessory, not a power bank; the lithium-battery Wh limits do not apply to it.
- Power bank or battery charging case: If it contains a lithium battery, treat it as a spare battery: carry it in the cabin, verify its Wh rating, and follow the airline’s quantity and capacity rules.
General baggage-size limits and other airline restrictions may still apply to accessories; the battery rules do not determine those policies.

Do not fly with a damaged or overheating power bank
Do not bring a swollen, punctured, or otherwise damaged battery that could spark or generate dangerous heat. FAA guidance says damaged or recalled batteries likely to do so must not be carried unless they have been made safe, such as by removing the battery. If a power bank or device becomes unusually hot, swells, smokes, or burns during a flight, tell the crew immediately; do not try to manage an overheating battery without their help.
