Yes. Vampire Sims can have children through the usual Try for Baby mechanics in The Sims 3. Whether the baby is a vampire is a separate question: the outcome depends on the parents’ life states.
Can a vampire Sim become pregnant?
Yes. The Sims 3 guides describe vampire Sims having children through the game’s ordinary pregnancy mechanics. The available guides do not identify a separate vampire-specific pregnancy process.

Will the baby be a vampire?
The cited guides describe different outcomes based on the parents’ life states:

For a mixed pairing, a 50 percent chance is not a guarantee of a hybrid: the child may inherit the vampire life state or the other parent’s state.

How to create a vampire Sim
The Sims 3: Supernatural adds vampire creation directly in Create a Sim, according to EA’s announcement of the expansion. That feature makes the expansion relevant if you want to create a vampire there; EA’s announcement does not say it is the only way vampires can appear in the game.
The offspring outcomes above come from game guides, not an EA support guarantee. They describe the mechanics as those guides present them and do not establish a specific patch version or platform test.
