Yes. On March 9, 2026, Canada said TikTok Technology Canada Inc. may proceed with its investment and keep operating in Canada, subject to new legally binding undertakings. The decision followed a further national-security review under the Investment Canada Act. It is not a ban on Canadians using the TikTok app.
What Canada’s decision means
The decision concerns TikTok Canada’s investment and business operations, not whether people in Canada can access the app. The federal government’s national-security decision register records the March 9, 2026 outcome as permission for the investment to proceed subject to legally binding undertakings.
The Industry Minister’s statement says the government will use its full authorities under the Act to ensure the undertakings are implemented and enforced. The public announcement describes the safeguards at a high level; it does not provide their detailed technical terms or implementation milestones.
What safeguards were announced?
The government identified three areas for the undertakings. These are announced commitments, not evidence that the controls have already been implemented or independently shown to work.

- Protections for minors: The government said protections would be enhanced in line with findings and recommendations from the Office of the Privacy Commissioner of Canada’s joint investigation of TikTok Pte. Ltd.
- Independent monitoring: An independent third-party monitor will be appointed to audit and continuously verify data-access controls.
The public statements do not name the monitor, specify its technical audit standard, set out an audit timetable, or report completed audits. “Continuously verify” describes the government’s announced plan; it should not be read as a published account of monitoring results.

Why the Investment Canada Act matters

What the government says about jobs and culture
The government said the decision would protect Canadian jobs by ensuring TikTok Canada maintains a physical presence in Canada, alongside commitments to invest in the cultural sector. It also said TikTok Canada would support creators, artists, and cultural organizations, and strengthen the production and accessibility of Canadian cultural content in official and Indigenous languages.
