Partly—but not as a universal, data-free service. A restricted system can help authorized officials find certain bank accounts quickly. That is different from tracing every payment hop, freezing the money, or returning it to the victim. Each step depends on participating institutions, usable records, legal authority and the kind of fraud involved. The proposed combination of “in seconds” and “without sharing customer data” needs narrower, testable definitions before it can be judged feasible.

What does “trace stolen money” mean?

The proposal’s central weakness is that “trace” can describe several different results. A system that finds an account is not necessarily a system that follows a payment through multiple institutions, stops a transfer, or reimburses a customer. Those outcomes need separate definitions and measurements.

Outcome What it establishes What it does not establish
Account lookup That an account exists and, within the information available, who holds or controls it. That the account received the stolen funds or still holds them.
Transaction tracing A reconstruction of transfers across relevant institutions or payment systems, based on transaction records that can be matched and accessed. That all records are complete, interoperable, or available in real time.
Account freeze That funds or account activity have been restricted under applicable authority. That the money will be recovered or returned to the victim.
Recovery That funds have actually been returned through the applicable process. That the same result will follow from an account match or a freeze in another case.

These distinctions matter for different scams, too. An unauthorized transfer, an account takeover, and an authorized push-payment scam—where a victim is persuaded to send the payment—can create different evidence and intervention needs. The Bank for International Settlements’ Committee on Payments and Market Infrastructures (BIS CPMI) discusses evolving instant-payment fraud, including authorized push-payment scams, but its 2026 report does not establish one universal tracing or recovery method.

Can cross-border account searches happen quickly?

What the EU framework allows

There is a concrete, bounded example of cross-border account lookup. Directive (EU) 2024/1654 amends the EU framework to let designated competent authorities access and search relevant bank-account information in other Member States through the Bank Account Registers Interconnection System (BARIS), where necessary for specified serious-crime tasks. The consolidated text of Directive (EU) 2019/1153 includes tracing and freezing assets among those tasks. Access is restricted by purpose and safeguards; this is not a general search tool for the public or an unrestricted bank-to-bank service.

Why that is not the same as tracing a payment

An account register can help answer “where is an account, and who is associated with it?” Reconstructing where money went requires transaction records across the payment path. EU legal material recognizes that differences in transaction-record formats can hamper cross-border financial investigations. A fast account lookup therefore cannot, by itself, prove that a complete transaction chain can be assembled just as quickly.

The EU example supports rapid access in a defined legal and geographic setting, not a universal seconds-level promise. The cited legislation does not establish an end-to-end benchmark for the time from a customer’s report to a verified transaction trail, a freeze, or reimbursement.

Can it work without sharing customer data?

Not if “without sharing” means that no customer-related financial information is accessed, processed, or disclosed. Identifying an account or matching a payment to a suspected fraud case necessarily involves financial information. A more defensible privacy claim is that the system limits which information is used, who can access it, and for what purpose—and records that access for review.

What a privacy-conscious design would have to specify

  • Permitted users: name which actors can query the system—such as a competent authority, a sending or receiving institution, or a payment operator—and distinguish their permissions.
  • Legal basis and purpose: define the event that permits a query and the fraud or serious-crime purpose it serves. An EU authority-access example cannot be treated as permission for every bank or private service to search every account.
  • Minimum information: state whether a query reveals account identity, transaction details, or only a limited alert or match result, and explain how identity matching and error correction work. The cited sources support data minimisation as a principle, not a particular technical design.
  • Controls and accountability: specify confidentiality, security, access logging, oversight, and how an incorrect match can be challenged or corrected.
  • Retention and jurisdiction: say which rules apply to stored information. The EU’s transfer-of-funds rules are summarized as setting a general five-year period for retaining relevant personal data, subject to national-law exceptions; that is not a worldwide retention standard or proof that records are interoperable.

These controls can reduce unnecessary exposure; they do not make the process data-free. BIS CPMI’s 2026 report identifies differing privacy laws and regulatory frameworks as obstacles to cross-border data exchange, including efforts to establish common, real-time fraud-registry interoperation across fast payment systems.

  • BROAD COMPATIBILITY: The included enhanced TWAIN driver ensures compatibility with thousands of software applications and hardware systems.

What prevents a universal real-time system?

BIS CPMI’s 2026 report identifies operational and technical barriers to tackling fraud in cross-border instant payments: fragmented transaction data, legacy infrastructure, limited operational capabilities, weak automation in pre-transaction checks, and immature pre-validation of beneficiaries and payment routes. It also describes privacy-law and regulatory differences that make cross-border sharing difficult. These are constraints on coordination, not proof that a narrower system cannot work.

Coverage is another limit. A cross-border service can only follow activity across the countries, institutions, non-bank payment providers, currencies, and payment rails that participate or otherwise supply usable records under the relevant rules. The EU’s BARIS framework should not be described as a worldwide network or as a customer-facing tracker.

Technology is not the only route for cooperation. The BIS Financial Stability Institute’s 2025 digital-fraud executive summary identifies mutual legal assistance requests as one channel for law-enforcement cooperation in individual cross-border cases. That case-based process is distinct from a real-time payment-system connection.

How to test the proposal rather than its slogan

A credible proposal should answer these questions before claiming that stolen money can be traced “in seconds” without sharing customer data:

  1. Define the start and end points. Does the clock begin when a payment is initiated, when fraud is detected, or when a victim reports it? Does it stop at account lookup, a complete transaction trail, a freeze, or returned funds?
  2. Name the fraud scenario. Specify whether the system targets unauthorized transfers, account takeover, authorized push-payment scams, or another pattern. Do not assume that one signal or response works for all of them.
  3. Bound the network. List the jurisdictions, banks, other payment providers, currencies, and payment systems in scope. State what happens when a payment passes outside that network.
  4. Identify each user and permission. Say who can submit a query, what legal authority they rely on, who sees the result, and what action each recipient may take.
  5. Describe the data path. Specify the fields exchanged or accessed, whether institutions share raw transaction records or a narrower signal, how records are matched, and how false positives are handled.
  6. Report separate outcome measures. Measure query latency, successful account matches, complete transaction-chain reconstruction, time to freeze, and funds recovered separately. Include coverage and false-positive rates; a fast response on a limited set of cases is not evidence of universal performance.
  7. Show the safeguards in operation. Explain security, logging, oversight, retention, and correction procedures, not just the privacy label attached to the design.

The cited EU rules and BIS reports provide legal context and describe known system constraints; they do not validate a specific student-proposed architecture or supply a universal seconds-level benchmark. A proposal that leaves these questions unanswered has not shown that its headline outcome is achievable.

What a defensible claim would say

A narrower claim could be that authorized institutions or competent authorities may use defined account information and fraud signals, under specified rules, to help identify accounts or investigate suspected fraud. Some systems can support rapid account lookup. Whether they can also reconstruct a cross-border payment path, freeze funds in time, or recover them depends on the records, participating network, legal authority, and response process in the particular case.

The sound test is not whether the system shares “no data,” but whether it uses the minimum necessary information under a clear legal basis, with access controls and an audit trail—and whether its measured outcome is account discovery, tracing, freezing, or recovery.
