Ridesharing may improve public safety by giving people an alternative to driving after drinking, and some observational studies link ride-hailing access with fewer crash harms or rape incidents. But the evidence is mixed and limited: it does not show that ridesharing reliably prevents crashes or crime, or that an individual trip is safe. The clearest case is as one option in a broader approach to reducing impaired driving—not as a replacement for road-safety or violence-prevention measures.
How ridesharing could affect public safety
Commercial ride-hailing services can give someone who has been drinking a way to get home without driving. That is one possible public-safety benefit, but it is not the same as proving that a rideshare service reduces crashes or crime across a city. Studies measure different outcomes—such as impaired-driving arrests, crash injuries, or reported rape incidents—and use different methods and populations.
The scale of impaired driving helps explain why alternative rides matter. The CDC reported that 13,524 people died in U.S. crashes involving alcohol-impaired drivers in 2022, accounting for 32% of all U.S. traffic deaths that year. In 2023, 15.5 million U.S. residents aged 16 or older reported driving under the influence of alcohol in the preceding year. These figures describe the broader problem; they do not measure ridesharing’s effect on it.

What studies say about impaired driving and crashes
Alternative rides can be part of prevention
The National Highway Traffic Safety Administration (NHTSA) lists commercial rideshare services alongside nonprofit safe-ride programs and public transportation as alternatives to driving after drinking. NHTSA summarizes evidence that some rideshare introductions were followed by declines in impaired-driving arrests, while noting mixed findings for crashes. Arrests and crash outcomes are not interchangeable: fewer arrests do not by themselves establish fewer crashes, injuries, or deaths.

Crash findings are promising in some settings, but uncertain overall
A Houston study summarized by NHTSA reported 24% fewer people hospitalized for motor-vehicle crashes on Friday and Saturday nights after Uber’s 2014 introduction. The reported effect was limited to people under 30. It is a result from a particular city, period, population, and outcome—not a general estimate of what ridesharing does everywhere.
A 2025 systematic review and practice guideline examined 15 observational studies published from 2009 through 2022. The review rated the overall evidence quality low. Eleven studies reported benefits for specific outcomes, while one indicated harm through an increase in total motor-vehicle crashes. The studies varied in place, population, methods, and measured outcomes, so their findings cannot be combined into a single reliable estimate of ridesharing’s effect on crashes. The authors concluded that ridesharing may have a valuable role in reducing crash-related harm and should be considered as part of broader policy.

What research says about ridesharing and crime
A peer-reviewed 2021 study by Park, Pang, Kim, and Lee examined Uber’s city-by-city U.S. rollout from 2005 to 2017 and also analyzed New York City precinct-hour data on Uber pickups and rape occurrences in 2015. The authors found an association between Uber’s entry into cities and fewer rape incidents. Their estimated effects were stronger in neighborhoods with limited transportation access and in particular higher-risk circumstances, including around alcohol-serving venues on weekend nights.

This is an observational finding about an association, not proof that Uber’s entry caused every reduction or that any ride prevents assault. It also concerns one commercial service, particular periods and settings, and rape incidents—not every form of crime or every ride-hailing service.

What assault reports reveal—and what they miss
In its July 2026 report, Rideshare and Taxi Safety: Information on Assault Data, Safety Features, and Background Checks, the U.S. Government Accountability Office (GAO) wrote: “Available data sources do not provide a full picture of the number of rideshare and taxi assaults against drivers and passengers from 2021 through 2025.” GAO found no federal requirement to collect assault data and drew on federal, local, and company sources.
GAO cited 424 rideshare- and taxi-related assaults in Los Angeles from 2021 through 2023 and 109 in Chicago from 2023 through 2025. Each count was less than 1% of reported assaults in the respective city over the stated period. These are local database counts, not a complete national count or a rate of risk per ride. City data and company reports differ in coverage, and companies had not published counts for 2023–2025 or nonfatal physical assaults as of June 2026. Company-reported incidents reflect companies’ reporting approaches; they are not an independently complete census of all events.

Safety features can help, but do not remove risk
GAO describes safety features launched since 2024, including identity verification and in-vehicle recording. Drivers interviewed by GAO identified benefits from passenger verification, but also reported technical issues with some trip recordings. Feature availability and operation can vary, and the report does not establish that these measures eliminate assault risk.

How to read the evidence
- Separate outcomes: An association with fewer impaired-driving arrests does not establish fewer crashes; a crash-hospitalization finding is not a measure of all road deaths; and reported crime incidents do not represent every assault.
- Keep study scope attached to claims: Findings may apply to a particular city, period, group, service, or circumstance. Do not assume they transfer unchanged to other places or to every rideshare trip.
- Distinguish population effects from personal safety: A possible city-level benefit does not guarantee that a particular driver or passenger will be safe.
- Treat ridesharing as one part of a wider response: NHTSA also identifies transit and nonprofit safe-ride programs as alternatives to driving after drinking. The available evidence does not support treating commercial ride-hailing as a substitute for broader road-safety or violence-prevention measures.
