Yes. Non-Qataris can acquire property in Qatar, but they do not have a blanket right to buy anywhere: eligibility depends on the property’s location, type and registered ownership right. Before signing or paying, confirm the exact parcel against the Ministry of Justice’s current area information and establish whether the title grants freehold ownership or usufruct. Property ownership may also support an application for residence, but that is a separate process with its own conditions.
Who is eligible to buy property in Qatar?
Qatar’s framework permits non-Qataris to own or hold usufruct rights over real estate in designated areas and under conditions set by the Council of Ministers. Law No. 16 of 2018 provides the legal basis; implementing decisions define where and how the rights apply. The Ministry of Justice describes the framework as applying to specified locations and property types, not as permission to purchase any property in the country.
Eligibility therefore needs to be checked for the specific property, not inferred from the buyer’s nationality alone or from a neighborhood’s marketing name. A property may be in a qualifying area but still carry a particular right, use restriction or unit-specific condition that affects what the buyer can do.
What ownership rights can a non-Qatari receive?
| Right | What it means | What to verify |
|---|---|---|
| Freehold | Ownership in a designated freehold area. | Confirm that the exact parcel and property type qualify and that the deed registers freehold title. |
| Usufruct | A right to use and lease property for a limited period. The Ministry FAQ states a maximum term of 99 years, renewable for a similar period. | Check the registered term, renewal provisions and any other conditions that apply to the specific property. |
These rights are not interchangeable. In particular, a listing that says “ownership” does not establish which right will appear on the registered title. Review the title deed and contract rather than relying on a sales description.

Which areas allow freehold or usufruct?
A Qatar Ministry of Justice announcement dated October 6, 2020, described nine freehold areas and sixteen usufruct areas under Cabinet Resolution No. 28 of 2020. The announcement named these freehold locations or administrative areas:
- West Bay
- The Pearl
- Al Khor Resort
- Al Dafna administrative areas 60 and 61
- Onaiza
- Lusail
- Al Kharaej
- Jabal Thuaileb
The same announcement named usufruct locations including Msheireb, Fareej Abdulaziz, Al Doha Al Jadeeda, Al Ghanim Alateeq, Al Rifa, Al Hitmi Al Ateeq, As Salatah, Bin Mahmoud areas, Roudet Al Khail, Al Mansoura, Bin Durham, Al Najma, Umm Ghawlina, Al Khulaifat, Al Sadd, Al Mirqab Al Jadeed, Al Nasr and Doha International Airport.

These are examples from the 2020 announcement, not a substitute for checking the current Ministry area tables. The designation is administrative, and a familiar neighborhood label may not establish that a particular building or parcel qualifies. Ask for the property’s precise registered or parcel details and verify them against the current official information before committing.

The Ministry FAQ describes certain unit purchases outside the designated areas, subject to conditions. These include a separate unit in a residential complex and separate office or shop units in commercial complexes and malls. The FAQ says the buyer must not change the unit’s nature, form or external appearance, and other applicable requirements still have to be met.
The exception is not a general authorization to buy any property outside the designated framework. Confirm that the specific unit and complex qualify, and identify the restrictions that will apply to its use or alteration.
Can property ownership support residence in Qatar?
Yes, eligible property may support an application for a real-estate residence permit, but owning property does not itself grant residence. The Ministry of Justice service guidance, accessed October 7, 2026, lists QAR 730,000 for a real-estate residence permit and QAR 3,650,000 for a permit with additional benefits such as healthcare, education and investment. The Ministry ownership guidance describes an annual stay of at least 90 days, continuous or intermittent, for the stated benefit categories.
The Ministry’s wording on the value thresholds is not uniform across its pages: the service page uses “exceed,” while general ownership guidance and the FAQ describe the threshold as “not less than” or “at least.” Ask the Ministry to confirm the current valuation rule and whether the particular property qualifies before relying on either threshold.
The service page lists a Qatari ID card or passport, the original title deed copy and, for non-residents, a good-conduct certificate among the application documents. Check the current service requirements and application process directly, since the listed documents and criteria may change.

What other rules can affect a purchase?
Limits and permitted unit types
The Ministry FAQ says no specific numerical cap applies to property and real-estate units in freehold areas. That statement does not remove the location, property-type or other conditions that apply to each purchase.
Vacant plots
The FAQ says a vacant plot in a freehold area must be built on within four years of registration. If considering land, confirm what counts as meeting this obligation and what requirements apply to the proposed construction.
Inheritance and bequests
The FAQ says ownership or usufruct in designated areas can pass by inheritance. For inherited or bequeathed property outside the designated areas, it describes a two-year transfer rule and a limited exception allowing one residential property of up to 3,000 square meters when the non-Qatari’s residence in Qatar is continuous. Because these rules can turn on the circumstances and applicable legal text, obtain advice on the specific estate before relying on the exception.

How to check a property before committing
- Verify the location. Match the exact parcel or registered property details to the Ministry’s current area information; do not rely only on a neighborhood name.
- Identify the right on title. Establish whether the transaction grants freehold or usufruct, and, for usufruct, confirm its term and renewal conditions.
- Confirm the property type. Check that the specific property or unit qualifies, including any conditions for a residential-complex or commercial-mall unit outside the designated areas.
- Check residence separately. Confirm the current property valuation criteria, annual-presence condition and application documents with the Ministry if residence is part of your plan.
- Review the contract and obligations. Check use and alteration restrictions, construction deadlines for land, title details and dispute provisions with the Ministry or qualified Qatar counsel before signing or paying.
These checks reflect the Ministry’s published framework; they are not a property-specific legal determination.
