Yes. An electric car can reduce your direct exposure to gasoline and diesel price spikes because it uses electricity instead of burning those fuels for the miles driven electrically. It does not eliminate energy-price risk: your charging costs still depend on local electricity prices, tariffs and power-system conditions, and any liquid-fuel driving remains exposed to pump prices.
Why oil supply disruptions can move fuel prices sharply
Oil supply and demand are slow to adjust in the short term. Production capacity and the equipment that uses petroleum products are relatively fixed, so consumers cannot quickly switch fuels or make vehicles more efficient when supply is disrupted. As the U.S. Energy Information Administration explains, that limited short-run flexibility can mean a comparatively large price change is needed to rebalance supply and demand. Geopolitical events and severe weather are among the potential causes of disruptions.
The International Energy Agency counted 13 episodes of sharp or sustained oil-price increases since 1973 in its 2024 analysis. That history describes oil-market volatility; it does not predict the size or timing of a future price spike.

An EV substitutes electricity for gasoline or diesel for the distance it travels electrically. If a driver charges at home or elsewhere on a predictable tariff, the cost of those miles is not directly set by the retail price of gasoline or diesel. A plug-in hybrid or a household that sometimes uses a combustion vehicle has a more limited reduction, because some travel still depends on liquid fuel.

The IEA estimates that the global EV fleet displaced around 1.7 million barrels of oil per day in 2025, while consuming about 250 TWh of electricity that year. These are global fleet estimates published in the IEA’s Global EV Outlook 2026, not savings or fuel displacement attributable to an individual driver. The oil figure compares EV travel with the fuel comparable internal-combustion and hybrid vehicles would have used for the same distance; it depends on that counterfactual and related assumptions. The electricity figure illustrates the other side of the shift: transport uses less oil, but more electricity.
What still affects charging costs
Electricity is not insulated from energy-market conditions. Charging costs depend on local electricity prices and tariff structures, as well as factors such as fuel costs, weather and grid conditions. A household on a time-of-use plan may pay different rates at different hours; a driver charging at public stations faces the prices and terms offered by those providers.

The IEA’s 2024 report, Strategies for Affordable and Fair Clean Energy Transitions, says that “The transition to a more electrified, efficient, renewables-rich energy system will reduce overall exposure to fossil fuel price volatility.” That is a system-level conclusion, not a guarantee that an individual EV owner’s bill will be stable or lower in every market. The IEA also warns that inadequate grid investment, flexibility, demand response and resilience can leave power systems vulnerable.

- How much driving is electric: More miles powered by electricity means less direct exposure to gasoline or diesel prices. Miles in a second combustion car, or on a plug-in hybrid’s engine, remain exposed.
- Local electricity prices and tariffs: The cost of charging varies with location, provider and when charging occurs.
- Remaining liquid-fuel needs: A household that relies on fuel for other transport or equipment is still exposed to those prices beyond its EV driving.
To assess the trade-off for your own situation, compare the share of your travel that would be electric and the charging rates available to you with the liquid-fuel use that would remain. Do not treat the IEA’s global oil-displacement estimate as a forecast of retail pump prices or a household’s bill.
Oil shocks and battery-mineral risks are different
EVs do not make supply chains irrelevant, but mineral risks do not affect an existing EV owner in the same direct way as a fuel-supply disruption can affect a combustion-vehicle driver. A shortage or price spike involving battery minerals can raise costs or constrain the supply of new EVs and clean-energy equipment; it does not itself prevent an already-owned EV from using electricity to drive.

The IEA’s 2021 analysis of critical minerals discusses sourcing and processing concentration as transition concerns. Those risks matter for the resilience and future cost of the transition, but they are not an equivalent, mile-for-mile replacement for dependence on oil in daily driving.

What the figures mean for energy security
The global estimates show a meaningful shift in transport energy demand, not immunity from shocks. In 2025, the IEA’s estimated oil displaced by EVs was around 1.7 million barrels per day, while the fleet’s electricity use was around 250 TWh. These measures describe different sides of electrification and should not be combined into a single household score.

At the broader system level, reducing oil demand can lessen exposure to oil-market disruptions. Whether electrification also reduces overall fossil-fuel price volatility depends in part on the power system: renewables, efficiency, grid capacity, flexibility and resilience influence how well electricity supply absorbs shocks. During the recent global energy crisis, governments provided USD 900 billion in consumer support, according to the IEA’s 2024 report; that is context about the scale of the response, not an estimate of EV savings.
