Yes. On a public blockchain, transactions can usually be followed from one address to another because the network preserves a shared, inspectable history. That trail shows activity between identifiers—not automatically the real-world person controlling an address. Linking an address to someone requires evidence beyond the ledger.

Why public-ledger transactions can be followed

A blockchain records transactions in an ordered history shared across a network. NIST describes blockchains as distributed, tamper-evident and tamper-resistant digital ledgers: cryptographic links between blocks make later changes detectable. Under normal network operation, a confirmed transaction remains part of that history. NIST’s 2018 overview explains the underlying design.

On a public network, observers can inspect transaction records and associated public identifiers. Ethereum’s official privacy guidance notes that on-chain actions are visible to anyone examining the ledger, and that repeated transfers between addresses can reveal an ongoing financial relationship. How transaction tracing works

  1. A transaction enters the shared history. Once accepted into a block, it becomes part of the ledger’s ordered record.
  2. An observer inspects the transaction. A block explorer or direct ledger query can show the transaction and its public identifiers.
  3. Transfers are followed across addresses. Repeated activity can be organized as a graph showing how value moved between identifiers over time.
  4. External evidence may help identify an address. Investigators can compare the on-chain trail with other records or known service addresses. That attribution depends on evidence outside the raw transaction history.

The FBI’s Internet Crime Complaint Center says cryptocurrency transactions are permanently recorded on publicly available distributed ledgers and can be traced. A 2022 FBI IC3 public service announcement describes this investigative value. A 2022 U.S. House hearing record also describes software used to visualize fund flows. Such software can make records easier to inspect; its output is analytical assistance, not independent proof of a person’s identity or intent.

Can a blockchain address be linked to a person?

Sometimes, but not from the ledger alone. A public address is an identifier, not a verified legal name. An address may be connected to a person when outside information links that identifier to them—for example, records held by an identity-bearing service or other corroborating evidence. Analytics can help surface patterns and possible connections, but a pattern is not itself proof of who controlled an address.

This is why “pseudonymous” is more accurate than “automatically anonymous” or “automatically identified.” The ledger can establish that activity occurred between visible identifiers; it does not, by itself, establish beneficial ownership, purpose, or criminality. Banca d’Italia’s 2024 discussion of pseudonymity, tracing and analytics addresses the distinction between following blockchain activity and identifying users.

What tracing can—and cannot—establish

  • It can show recorded on-chain movement: which visible identifiers participated in transactions and how activity connects across the ledger.
  • It can reveal patterns: repeated transfers may indicate a relationship between addresses, though they do not by themselves explain the relationship.
  • It cannot automatically name an address owner: identity attribution needs a link to information beyond the ledger.
  • It cannot establish intent from a transaction record alone: interpreting why a transfer occurred or who ultimately benefited requires context and corroboration.

A persistent record is useful evidence of an on-chain event, but interpretation still matters. A visible transfer does not, without more, prove who controlled the addresses or what the transfer was for.

Do all blockchains expose the same information?

No. Public visibility is a design characteristic, not a universal property of every distributed ledger. Some systems restrict access, and privacy-enhancing features can change what an observer sees or can infer. NIST’s blockchain overview notes that transparency and public access may be absent in permissioned systems. Even on public networks, the data available and the conclusions that can reasonably be drawn depend on the network’s design and the activity being examined.

Why traceability raises privacy questions

The same persistence and visibility that can support auditing or investigations can also expose patterns in people’s activity. Repeated transfers may make relationships between addresses visible even when names are not. The European Data Protection Board’s 2025 Guidelines 02/2025 address the processing of personal data through blockchain technologies, underscoring that public-ledger analysis can involve data-protection concerns.

For readers, the practical distinction is important: a transaction may be publicly inspectable without a person’s identity being written on-chain. But if an address is linked to someone through other information, the permanent, visible record can make that connection consequential.
