Yes. Claude Code supports personal plugin reuse across projects, sharing through a repository, distribution across a team’s repositories, and organization-managed rollouts. The important distinction: committing a plugin entry to a repository does not download the plugin for collaborators—each person must install it on their own machine.
Choose the sharing scope that fits

Share a plugin with collaborators in one repository
Project scope records that the repository uses a plugin, but each contributor must install it separately. To set it up:
- Make the plugin available through a marketplace your collaborators can access, or use one already registered with Claude Code.
- Install it at project scope with
claude plugin install <name>@<marketplace> --scope project. - Commit the project-scope entry in
.claude/settings.json. - Ask each collaborator to install that plugin at project scope on their own machine.
Claude Code resolves duplicate plugin entries by scope: local settings take precedence over project settings, and project settings take precedence over user settings. See the Claude Code plugin installation documentation for current commands and behavior.
Reuse a plugin across your own projects
Install at user scope to make a plugin available to you across projects on the same computer. The terminal, desktop app’s local sessions, and VS Code extension on that computer read the same settings files, so user-scope availability carries across those surfaces. Cloud sessions do not load plugins from local settings. User scope is personal convenience, not team sharing. Claude Code documentation

Distribute plugins across a team’s repositories
A custom marketplace is a catalog that tells Claude Code which plugins are available and where to fetch them. It is not itself a hosted plugin store. A marketplace can live in a GitHub repository, another Git host, at a hosted marketplace.json URL, or on a shared filesystem. Teams can use a private repository when members already have access to it.
After the marketplace is available, team members add it to Claude Code and install plugins from it by name. This is generally easier to maintain across several repositories than sending plugin folders or ZIP files. Auto-update is configured per marketplace, and defaults vary by marketplace class, so teams should decide and communicate how updates will be handled. Claude Code marketplace documentation

Roll out plugins through organization policy
For centrally managed machines, administrators can use managed settings to register marketplaces and require plugins. The documented controls include extraKnownMarketplaces to register marketplaces and enabledPlugins to specify plugins to install and enable. Managed settings can be delivered through server-managed settings, MDM, or a managed-settings.json file. Administration controls also cover marketplace restrictions and update policy. Use repository settings when the intended audience is contributors to a particular codebase. Use managed settings when the organization needs centrally governed policy across its managed machines; those controls and repository configuration address different rollout needs.

Review a plugin before sharing or installing it
A plugin can package skills, agents, hooks, MCP servers, and other components. Anthropic warns that an installed plugin can execute arbitrary code on the machine with the user’s privileges. For example, hooks can run shell commands and MCP servers can start processes; skills and agents can add instructions to Claude’s context. Review the plugin contents and trust the marketplace source before enabling it for yourself or teammates. Claude Code plugin documentation
Publishers should validate plugins and choose a durable name and version strategy. Users receive marketplace updates according to their marketplace’s auto-update setting, so make the expected update behavior clear when distributing a plugin. Claude Code publishing documentation
