AI is helping cyberattackers work faster, but current official assessments do not describe autonomous AI independently breaking into government networks. The UK National Cyber Security Centre (NCSC) assessed on 7 May 2025 that AI will almost certainly make some cyber intrusions more effective and efficient, while fully automated, end-to-end advanced attacks remain unlikely by 2027. The practical risk is AI-assisted human operations—and weaknesses created when organizations connect AI systems to sensitive networks.

Can AI hack government systems?

AI can assist people conducting cyber intrusions against government systems. It can help with tasks such as finding information about a target, researching vulnerabilities, crafting social-engineering messages, generating basic malware, or analyzing stolen data. That can make parts of an existing attack more efficient; it does not establish that an AI system independently chose and executed a sophisticated attack.

The NCSC’s 7 May 2025 assessment says AI will almost certainly improve the effectiveness and efficiency of some intrusion operations, increasing their frequency and intensity. It expects AI mainly to enhance existing tactics rather than create entirely new threat vectors. The assessment is a forecast through 2027, not a count of confirmed government breaches.

The NCSC’s specific judgment is that “The development of fully automated, end-to-end advanced cyber attacks is unlikely to 2027.” In other words, skilled actors are still expected to remain involved even as AI helps automate parts of their work. Read the NCSC assessment.

Where AI can help an intrusion

AI’s value to an attacker depends on which part of the attack chain is being attempted and what systems are exposed. The NCSC identifies several activities already being enhanced by AI:

  • Reconnaissance: gathering and processing information about a target to help plan an operation.
  • Vulnerability research and exploit development: assisting work to identify weaknesses and develop ways to take advantage of them.
  • Social engineering: helping create or adapt deceptive messages intended to manipulate people.
  • Basic malware generation: supporting the production or modification of simpler malicious code.
  • Stolen-data analysis: processing exfiltrated information so attackers can make use of it.

These capabilities do not mean every attacker has equal access to advanced systems or expertise. The NCSC assesses that highly capable state actors with appropriate investment, training data, and specialist knowledge are best placed to use advanced AI. Many other groups are more likely to adapt commercially available or open-source models to improve techniques they already use. That broader access can still help less-skilled criminals, hackers for hire, or hacktivists with opportunistic information gathering and disruption.

Why unpatched systems and connected AI matter

Known weaknesses can become more urgent

AI-assisted vulnerability research may increase pressure on organizations that have not patched known flaws. The NCSC says the interval between vulnerability disclosure and exploitation has already shrunk to days, and assesses that AI is likely to accelerate that pressure. A disclosed vulnerability is therefore not merely a technical backlog item: leaving an affected system exposed can give attackers a narrower window in which to be first.

Prioritize timely vulnerability management for internet-facing systems and other assets whose compromise could provide access to sensitive services. The NCSC’s assessment does not provide a universal patch deadline or a guarantee that patching alone prevents compromise; organizations need to apply their own risk-based security processes.

AI deployments can expand the attack surface

Adding AI to connected systems can create new paths into an organization if the AI service, its software dependencies, or its connections are not secured. The NCSC identifies direct and indirect prompt injection, software vulnerabilities, and supply-chain attacks as ways AI systems may be compromised, potentially enabling access to wider systems. The concern is not that a model is inherently a hacker, but that a compromised or poorly protected component may have access or influence beyond its intended boundary.

Microsoft’s 2025 Digital Defense Report describes adversaries compromising improperly secured AI workloads through prompt-based attacks and supply-chain exploits, and identifies government among sectors targeted by nation-state actors. These are Microsoft’s observations and analysis, not an independent government incident census. Microsoft also describes AI as a defensive aid for threat analysis, identifying protection gaps, and responding more quickly. See Microsoft’s 2025 Digital Defense Report.

How to reduce the risk

AI does not replace the fundamentals of cybersecurity. Organizations should secure AI systems and their dependencies while maintaining the controls they use to protect other sensitive services.

  • Deploy AI securely: follow the NCSC’s guidance for AI deployment and review how each AI system connects to data, applications, and infrastructure.
  • Protect the system boundary: account for prompt injection, software flaws, and supply-chain risk when assessing AI applications and externally developed components.
  • Keep cybersecurity measures current: maintain security controls for AI systems and their dependencies, and prioritize remediation of known vulnerabilities.
  • Protect accounts with MFA: CISA urged strong passwords and multifactor authentication in its alert about the Midnight Blizzard compromise. A FIDO2 security key is one possible way to implement MFA, but CISA’s alert recommends MFA generally rather than endorsing a particular device.
  • Prepare to detect and respond: CISA’s joint guidance on externally developed AI systems emphasizes controls to protect, detect, and respond to malicious activity, as well as preserving confidentiality, integrity, and availability.

For deployment practices, consult the NCSC guidance on deploying AI securely and CISA’s joint guidance for secure AI system development. For the incident-specific account advice, see CISA’s Midnight Blizzard alert.

What the evidence does—and does not—show

The NCSC’s findings are an official UK assessment of AI’s effect on cyber intrusion through 2027, not a global tally of incidents. Microsoft’s account reflects its own telemetry and analysis. CISA’s MFA recommendation arose from a specific 2024 incident alert, while its AI deployment guidance is broader.

The sources cited here do not establish that a rogue autonomous AI independently hacked a named government system. That limitation should not be mistaken for proof that no such case exists; it means the available evidence supports a more precise conclusion: AI is an increasingly useful aid to human attackers, and insecure AI deployments can expose organizations to additional cyber risk.
