Sometimes—but a monitor stops an AI agent only when it is connected to a control that can block a tool call, pause for approval, or halt further execution. Traces and alerts can show what an agent did and notify you about a problem; by themselves, they do not prevent the action. The crucial questions are where the check runs, which execution paths it covers, and whether it acts before or after a side effect.

What does it mean for an agent monitor to “stop” an agent?

“Monitor” can describe several different jobs, and the label does not tell you which one a system performs. An agent may call tools, delegate work to other agents, or interact with external services. A control that records those events is not necessarily able to interrupt them. To judge whether a monitor can stop an agent, separate four behaviors:

  • Observe: Record traces, model generations, tool calls, handoffs, or other events so a team can inspect a run.
  • Alert: Notify a person or another system when a rule or threshold is met. An alert can prompt intervention, but it is not itself an execution block.
  • Gate: Hold a pending action until a person or policy approves or rejects it.
  • Enforce: Reject a call, trip a control that halts execution, or block further work in a conversation.

These functions may be combined, but one does not imply another. A dashboard can make risky behavior visible without having any authority in the tool-dispatch path. An alert sent after a call is likewise different from a check that rejects the call before the external action occurs.

Which kinds of monitoring can block execution?

The practical difference is timing and control: does the system merely learn about an event, or can it make a decision before the relevant action is dispatched? The following comparison describes the behaviors documented for the examples discussed here, not a universal feature set for every agent framework.

Mechanism What it does Can it stop work? Key boundary
Tracing or logging Records runs and events, such as generations, tool calls, and handoffs. Not on its own. It provides evidence for inspection; a separate control must act on execution.
Alerting Notifies an operator or connected system when a condition is met. Not inherently. A notification or webhook does not prove that a pending call has been blocked.
Input tool guardrail Checks a supported tool call before the tool executes. It can block an eligible call when configured to do so. Coverage depends on the tool type and the workflow path.
Output tool guardrail Checks a tool’s result after the tool has run. It can halt later work or affect the result, but cannot prevent that completed call’s side effect. The action may already have happened when the result is checked.
Human approval Pauses a run while a person reviews a pending sensitive action. Yes, by holding that action until a decision. The application must pause, apply the decision to the right tool, and resume correctly.
Asynchronous safety monitoring Reviews behavior and may block continuation under supported request conditions. It can stop further work in those conditions. It may detect a concern after earlier actions have completed; it does not reverse them.

How can a check stop a tool call before it runs?

Place the check in the call path

A preventive guardrail must inspect the request before control passes to the tool that performs the action. OpenAI Agents SDK documentation describes input tool guardrails for eligible function tools: they run before execution and can skip the call, replace its output, or raise a tripwire. An agent-level tripwire halts agent execution. This is materially different from inspecting a trace later: the check is positioned to affect whether that eligible tool call runs at all.

For example, an application could use a pre-call check to reject a function-tool request that fails its own validation rules. The important architectural point is not the particular rule but the placement: if the external side effect happens inside the tool, the preventive decision needs to occur before that tool performs it. A check that runs only on the returned result can identify a problem or halt later steps, but cannot make the already-completed call never have happened.

Do not assume every tool is covered

The documented Agents SDK guardrail pipeline is not universal across execution routes. Its function-tool guardrails do not cover hosted tools such as hosted search, file search, hosted MCP, code interpreter, and image generation, or built-in execution tools such as computer, shell, apply-patch, and local-shell tools. Handoffs use a different pipeline. The documentation also says that Agent.as_tool() does not directly expose tool-guardrail options.

That means configuring a guardrail on one function is not proof that all of an agent’s actions are protected. A workflow may have several routes to an effect: a custom function, a hosted tool, a delegated agent, or a separate integration. Map each route that can change data or trigger an external action, then establish what control—if any—intercepts it. If a route bypasses the guardrail, the guardrail cannot be relied on to stop that route.

Distinguish input checks from output checks

Input guardrails are the relevant choice when the objective is to prevent a call from occurring. Output guardrails run after execution; the SDK documentation says they may replace output or raise a tripwire. A tripwire can halt further agent execution, but if the tool already changed a record or sent a request, halting afterward is not rollback. Applications should decide separately how to detect, contain, and remediate completed side effects.

Can an asynchronous monitor stop an agent mid-task?

It can stop what happens next in supported circumstances, but “mid-task” should not be understood as a guaranteed interruption at the instant a risky action begins. OpenAI’s API documentation describes misalignment monitoring whose behavior depends on the request mode. Requests using persisted reasoning, WebSockets, or OpenAI compaction are monitored and can have further execution blocked. Requests using none of those mechanisms may receive webhook alerts but do not automatically stop the conversation. Chat Completions API requests are not covered by that monitoring system.

The same documentation makes two limits especially important: the monitoring is asynchronous, and an action may complete before a concern is identified. It states that a stopped request does not undo earlier actions. Thus a monitor may prevent subsequent tool work without preventing the first problematic action that triggered review. If an agent can carry out a consequential action quickly, asynchronous detection is not a substitute for a pre-execution gate on that action.

Request coverage also matters when an application combines APIs or modes. Do not infer that a feature applying to one request style also applies to another. In particular, the API documentation says configuring an alert webhook does not enable automatic stopping. An alert integration is a notification route; automatic blocking is a separate behavior with its own eligibility conditions.

When should a sensitive action wait for human approval?

Use an approval gate when the decision should be made by a person rather than by an automatic rule alone. OpenAI’s human-review guidance describes an interruption in which the run records a pending action instead of executing the tool, returns state for review, and resumes after approval. The reviewer can approve or reject the sensitive tool call before it proceeds.

This is not the same as an automated guardrail. A guardrail evaluates a condition according to application logic; human review obtains an approval decision. OpenAI’s guidance explicitly distinguishes the roles: “Use guardrails for automatic checks and human review for approval decisions.” An application can use both—for example, automatically reject malformed calls while routing a valid but consequential operation to a reviewer.

The workflow must connect the approval to the action that matters. The run needs to pause rather than dispatch the tool prematurely, the reviewer needs enough information to make the decision, and resumption must honor approval or rejection. OpenAI recommends placing validation next to the tool that creates the side effect when checks are needed around every custom tool call in a manager-style workflow. A general review layer farther away from that tool may miss a route or provide a weaker guarantee.

How should you evaluate an agent monitor or control?

Ask for behavior and boundaries, not a product’s use of words such as “monitoring,” “safety,” or “guardrail.” A useful evaluation follows a specific action from the agent’s decision to the external effect and asks where the system can intervene.

  1. Identify the protected actions. List tool calls and integrations that can change data, send messages, execute code, or otherwise create an effect you care about. Include delegated work and alternate tools, not just the main function call.
  2. Find the enforcement point. Determine whether the control observes a completed event, checks a request before dispatch, wraps the tool call, or creates an approval interruption. Ask which component has authority to prevent the tool from running.
  3. Confirm coverage. Identify which API modes, tool types, custom integrations, handoffs, and child-agent paths actually pass through the control. Treat unsupported or undocumented routes as uncovered until verified.
  4. Measure timing against the effect. Ask whether the decision occurs before dispatch, after the tool returns, or asynchronously. A post-action or asynchronous stop may contain later work but cannot guarantee that the triggering effect never occurred.
  5. Define what “stop” means. Is the response a log entry, an operator alert, rejection of one tool call, a pause pending approval, or a block on further conversation execution? These outcomes offer different levels of intervention.
  6. Plan for residual effects and recovery. Establish how the application discovers actions already completed, who assesses them, and what manual remediation is possible. Do not assume that blocking a request undoes a prior change.
  7. Specify failure and retry behavior. Decide whether the application fails closed or continues if a check is unavailable, and what it does when it receives a blocked-request error. OpenAI’s monitoring guidance says to stop dispatching further actions for the affected conversation and not automatically retry the blocked workflow.
  8. Check operational visibility and data constraints. Confirm that operators can inspect the relevant traces and tool calls, and that the chosen tracing service is available under the organization’s data policies.

These questions are more useful than a single “does it stop agents?” checkbox. A system may alert reliably yet lack an enforcement point; another may block one class of function call but leave hosted tools or handoffs outside that path. The right answer depends on the effects you need to control and the actual routes that can produce them.

What do tracing products show—and what do they not prove?

Observability is valuable even when it is not an execution control. OpenAI Agents SDK tracing records model generations, tool calls, handoffs, guardrails, and custom events. LangSmith describes end-to-end traces, metrics dashboards, and alerts; its documented dashboard metrics include tokens, latency, errors, cost, and feedback, with threshold alerts through webhooks or PagerDuty. These capabilities help teams understand runs, spot patterns, and investigate failures.

But a trace is evidence about execution, not authority over it. The reviewed documentation for tracing and observability does not establish that tracing alone blocks every action. A team that needs a hard stop must connect its policy to an enforcement mechanism or an approval pause and verify that the relevant tool path passes through it. A notification can be part of a response plan, but the notification channel itself should not be mistaken for a kill switch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Availability constraints can affect the visibility layer. OpenAI Agents SDK tracing documentation says tracing is unavailable for organizations using OpenAI APIs under a Zero Data Retention policy. Teams with that constraint should verify their applicable tracing options rather than assume traces will be available. That is a limitation of the documented tracing availability, not evidence that another enforcement control will or will not operate.

What to do when monitoring blocks a request

When a supported monitor blocks further execution, treat the event as a containment point, not as proof that no side effect occurred. OpenAI’s API guidance instructs applications to stop dispatching additional actions for the affected conversation, avoid automatic retries of the blocked workflow, retain relevant request and tool-call records according to policy, and have an operator review changes that may already have been made.

In practice, the response should preserve the connection between the blocked request and its tool-call history so an operator can determine what ran before the stop. Retrying automatically can repeat work or create additional effects, particularly when a previous call succeeded but the surrounding request was later blocked. Resume only through a deliberate recovery path that accounts for the completed actions and the cause of the block.

Why does “monitoring” mean different things across systems?

Monitoring is a broad product and engineering term. One system may use it for traces and dashboards; another may mean alerts on thresholds; an API may use it for asynchronous safety review that can block continuation in specific modes. These are not contradictory definitions so much as different layers of an agent stack. A team can combine them, but should describe each layer by what it observes and what it is authorized to change.
