Only if the plan is tracked, safe to share, and available to contributors in a clean clone. A project instruction that links to a file on one developer’s machine—or to ignored notes—may work locally but fail as a shared contract. Keep active plans and raw evidence local; promote the lasting, reviewed decision into a self-contained rule or tracked document.
What makes an agent instruction portable?
A link in AGENTS.md, .apc/, or other tracked project documentation signals that its target is part of the shared context. Before making that link a prerequisite, check that the target is durable, appropriate to share, and present for the people expected to follow the instruction.
A useful test is simple: would the link still help a contributor who clones the repository today on another machine? If the answer is no, the target should not be required for portable project behavior. An absolute path, private issue export, temporary design note, ignored exploratory folder, or runtime log can all make an instruction depend on its author’s checkout.
What should stay local, and what should be shared?
Separate material by audience, durability, shareability, clean-clone availability, and ownership. A current task’s scratch plan and raw evidence are usually local working material. A reviewed decision that future contributors need can become a concise project rule or tracked decision document. Runtime-owned history belongs with the runtime, not automatically in repository context.

- APC project context: repository-owned guidance, including structured or path-scoped context in appropriate APC locations.
- Tracked plans: plans that are safe to share and useful beyond one runtime session.
- Local working material: scratch plans, transient evidence, private paths, and runtime history that is not intended as shared project context.
APC documentation describes AGENTS.md as the root project contract and .apc/ as a canonical repository-owned context directory. It allows an optional .apc/plans/ directory for durable plans while excluding scratch plans and raw runtime state from portable context. Its project guide gives .apc/plans/migration-plan.md as an example, specifically for a plan safe to share and useful beyond one runtime session. See APC’s folder-structure guide and Add APC to your project. APC is presented in project materials as a proposal or active draft, not a universally adopted standard.
How do you turn a local plan into a project contract?
- Keep the active investigation local. Work through the plan and retain raw evidence where it belongs while the task is underway.
- Extract the lasting decision. Identify what future contributors actually need to know, rather than copying the entire scratchpad.
- Rewrite it as shared guidance. Make the rule concise and self-contained, or record the decision in a tracked document.
- Link only to the tracked artifact. Ensure the path resolves from a clean clone and does not rely on private or machine-specific setup.
For example, a release investigation might establish that generated assets must be checked before publishing. That lasting requirement can become a rule in AGENTS.md or an appropriate tracked document. Incomplete alternatives, transient evidence, and commands useful only during the investigation can remain local.

How do APC and APX divide project context from runtime state?
In APC’s framing, repository-owned context is distinct from local operational or runtime behavior. APX is documented as APC’s local reference runtime: its repository says project definitions and curated memory live in the repository, while local sessions, conversations, messages, and caches live under ~/.apx/ and are not committed. That describes APX’s implementation and documentation; it should not be assumed to describe every agent runtime. See the APX project repository.

- Audience: Does every contributor need the target, or only the person doing the current task?
- Durability: Is it a reviewed decision, or temporary material likely to become stale?
- Shareability: Is it appropriate to distribute through the repository?
- Clean-clone availability: Will a fresh checkout include it without private setup or a machine-specific path?
- Ownership: Is it project context, or runtime-owned history such as sessions and logs?
If a target fails the clean-clone test, do not promote the scratchpad wholesale just to make the link resolve. Share the decision future contributors need, and keep the temporary material local.
