A VPN can help with some forms of internet censorship, but it is not a guaranteed way around every block. A network may restrict access to a VPN itself; if Tor is also blocked, Tor Project guidance describes bridges and transports you can try, with effectiveness and speed varying by network and location.
What a VPN can—and cannot—do against censorship
A VPN creates an encrypted tunnel from your device to a remote server operated by the VPN provider, according to the Internet Society’s September 9, 2026 policy brief. This can change the route your traffic takes, but it does not establish that the VPN will bypass a particular restriction. An ISP or government may block direct access to a service, or restrict VPN connections themselves.
Tor Project likewise warns that direct access to its network may be blocked by an ISP or government. The important practical distinction is whether the network blocks the destination you want, the route or tool you use to reach it, or both. No method described here is documented as working everywhere.

If Tor is blocked, try a bridge or transport
Tor bridges are relays that are not publicly listed. Tor says they can help users reach the Tor network where direct access is blocked. Its guidance describes several connection methods, called pluggable transports, that make Tor traffic resemble other kinds of network activity. These descriptions explain their design, not a guarantee that a censor cannot identify or block them.

These descriptions come from Tor’s unblocking guidance and its guide to using bridges. Which option, if any, works depends on the network and circumstances. Tor cautions that bridges with pluggable transports may be slower than ordinary Tor relays.

What to try when your VPN or Tor connection will not connect
- Identify what is failing. Check whether the blocked item is the website or service, the VPN connection, or direct access to Tor. A failure to connect to a tool is not proof that changing VPN servers will solve the underlying block.
- If using Tor, consult its current unblocking guidance. Try an available bridge or transport using Tor’s instructions for unblocking Tor. The available methods are alternatives, not a universal sequence that guarantees success.
- If direct access remains blocked, check the censored-region guidance. Tor maintains specific pages for China, Russia, Turkmenistan, and Belarus, and says users in censored regions may need to choose or request a bridge. See Tor’s guidance for connecting from censored regions; do not assume a page establishes current law or personal safety for every reader.
- Assess the connection and risk on the network you actually use. A method’s availability, reliability, speed, and legal or personal implications cannot be inferred from its design. Verify current local conditions before relying on it.
How to choose what to try
- Network restrictions: Is direct VPN or Tor access blocked, or is access to a particular service restricted? Tor confirms that direct Tor access can be blocked, while the Internet Society notes that VPN restrictions exist in some countries.
- Available connection methods: Does the tool offer a relevant bridge or transport, and can you obtain it? Tor’s guidance covers these options, but does not establish that one will be available or effective on your connection.
- Local performance: Check whether the connection is usable on your actual network. Tor specifically cautions that bridges and transports can be slower than ordinary relays; the sources do not establish performance for a particular VPN, location, or connection.
- Local law and personal risk: The cited guidance does not settle the legal status or safety of using these tools in every jurisdiction. Verify those conditions independently before proceeding.
